In India, Obama pushes U.S. jobs

Mumbai, India (CNN) -- Eager to fend off any criticism that he's globetrotting just days after a disastrous midterm election, President Obama unveiled about $10 billion in new contracts for U.S. exports to India on Saturday as he launched an aggressive push to show his trip to Asia will deliver jobs back home.

"The United States sees Asia, and especially India, as a market of the future," Obama said at a meeting here with business leaders from the U.S. and India. "For America, this is a jobs strategy."

It is a delicate balancing act for Obama to promote broader trade relations with India, given American frustration with the outsourcing of U.S. jobs to call centers in cities like Bangalore here in India.

But Obama took the issue head-on, by asserting that the notion of Indian outsourcing being a net drain on the U.S. economy is part of a "caricature of India as a land of call centers and back offices that cost American jobs."

"But these old stereotypes, these old concerns ignore today's reality," Obama said. "In 2010, trade between our countries is not just a one-way street of American jobs and companies moving to India. It is a dynamic, two-way relationship that is creating jobs, growth, and higher living standards in both our countries."

Senate Minority Leader Mitch McConnell of Kentucky, and other Republicans back in Washington, however, immediately expressed skepticism about Obama's renewed interest in the issue after failing to move forward on pending trade deals with South Korea, Colombia and Panama.

Don Stewart, spokesman for McConnell, said the senator delivered a speech on the Senate floor the day after Obama's inauguration urging the new president to make the trade deals a top priority because "increasing markets overseas for our farmers, entrepreneurs and manufacturers through trade agreements will grow good jobs."

Stewart said at a subsequent meeting, McConnell renewed his call to move the trade agreements but "sadly, Democrats in Congress said 'no' to these agenda items."

But Stewart did add that McConnell is "encouraged" that Obama suggested Saturday that he is now moving forward on the trade deal with South Korea, another country the president is visiting later in the week.

"It's certainly welcome," Stewart said. "We know that expanding markets for American goods, services and agriculture overseas will help increase jobs here at home. And maybe the president's renewed focus will encourage Democrats in Congress to join us in this bipartisan effort."

Obama penned an op-ed in Saturday's New York Times headlined "Exporting Our Way to Stability," in which he vowed that in Seoul he would "work to complete a trade pact that could be worth tens of billions of dollars in increased exports and thousands of jobs for American workers."

Obama also reiterated his call to double U.S. exports all around the world in the next five years. "We want to be known not just for what we consume, but for what we produce," he wrote. "And the more we export abroad, the more jobs we create in America. In fact, every $1 billion we export supports more than 5,000 jobs at home."

Obama announced Saturday that about 54,000 U.S. jobs will be created by $10 billion in new contracts for the Indian government and private companies here to buy a slew of American products, including jet airplanes from Boeing as well as engines and gas turbine technology from General Electric.

James McNerney, Boeing's chairman of the board who serves on an advisory council for the president and made the trip to India, credited Obama with helping to encourage the deals that will enable his company to sell 10 C-17 military transport planes to the Indian air force as well as 30 737s to commercial airlines in India.

"Having the president here, it helps," McNerney said. "Ever since the civil nuclear deal, which really brought closer ties between India and the United States in a lot of areas, I think the follow-on impact of that has been closer military ties. For the president to state as a priority, by his presence, that closer cooperation, sharing technology across the two countries, can only help. And in this case, it has."

McNerney also addressed the issue of outsourcing by American companies, suggesting that it may have gone too far.

"Big companies like Boeing have gone through a period of making their business models very horizontal," McNerney told reporters. "I think we're all wrestling with that model. It's become overextended in some cases."

He added that he predicts there will be a lot of global cooperation "but somewhat less outsourcing. That's just my take."

From my humble opinion it seems like Obama kina hurry to do something to breakthrough his tragic failure of keeping the power. I totally agree that it's worth tens of millions of dollars in created experts and thousand of jobs in America. That must be a reason for Obama to go India and also it would be one ways that he can do right now cuz he must have felt after mid term that he needed to do something new. But I still believe him and that he can do better than ever with faith cuz as long as I know his idea would not gonna hurt American well it’s hurting now. But If American can look at the very near future, they will figure out that all he tried to do would be the one that American had to have before and I don’t want them to hurry to see the only visible things that have strong effects cuz economic and job matter have been kind of burden for all countries. So all we need to do is to wait and see gradual changes that he said. And he is the one that bring it in America. So in this regard, his trip for India must give strong benefits to America than he's going spend 200 million dollars a day during the trip anyway.

And he is coming to visit Korea as well. I’m Korean and my interest is what he can do for us. We are now dealing with FTA with the U.S which has been stuck for some reasons. And South Korea wants Senates of the U.S to ratify it in the capitol. So Obama asked them to get it done before he visit Korea for G20 summits. But the thing is that problems of FTA have been quite complicated and there has been noise a lot. Now I’m waiting so just let’s see what’s going to happen.

Thirty years ago, a small fishing village called Shenzhen led China’s economic miracle. Now, it has a more challenging mission. President Hu Jintao said Shenzhen should test political reforms. Although changes may be disruptive in the short run, more checks and balances and rule of law are key for sustainable growth.

China’s authoritarian system has shown its merit during the global financial crisis. When Western banks stopped lending, China’s state-owned banks kept pumping credit into the system. The centrally planned economy was also good at funnelling cheap capital and resources to industries. That has helped China to continue its transition from a poor rural economy into a global manufacturing powerhouse.

Yet the shortcomings of the system have also become more evident. A centralised government overwhelms the power of the market. New policies aimed at rebalancing this face resistance from various interest groups. One of China’s biggest challenges is to get its people to spend. But as long as the state controls the bulk of the wealth and power, ordinary people can’t afford to consume more.

More balanced growth requires political reforms. Beijing needs to let the market play a bigger role in setting input prices, if it is serious about promoting energy efficiency and technological advances. Citizens need to have more voting power in order to create checks and balances in the system. Rule of law is needed for economic and political stability.

Those changes may be painful in the short term. Market-based input prices will make Chinese goods more expensive. Local government and powerful interest groups will resist changes. Democracy can’t be learned in a day.

Yet China can’t afford not to change. To reduce wasteful investment, China needs to reduce the concentration of resources at the state level and give people more wealth. As ordinary Chinese get richer, they will demand more political rights.

Thirty years of economic success has made the Communist Party popular and powerful. China’s future hinges on whether some of that power and wealth is shared more evenly with its people.

Dan’s opinion.

Change is what Chinese need but it won’t be easy for them to make it in any way. We already knew from the case of the U.S – especially look at health care reform – how difficult making progress of change is. Change that we talking about here is much more complex. here is the thing that makes much it worse, people want change and they know the reason why it is necessary but on the other hand, there has been always few resisting and evoking strong oppositions on specific changes which is what we called “the privileged class” which I told are just few but has really strong power.

This problem is what all society face now in the world, even in the U.S and Korea as well. Those who has been grabbing the power never let people have and share its power and what they always concerned about is that people come up with Change. Historically, there have been evident facts that only countries, which tried to change its system which is wrongly working or even working properly but in which change is need, have been leading the world.

It's really weird to me that people are picked up by someone who has the only power to arranger their marriage life and by his decision they marry each other even if they have never met before they get into the hall for marriage.

According to his book, it is all about world peace that he arrange who is going to whom for their life !! He said "International, intercultural, interracial marriage is the best way to make peace."

Oh my god !! am I allowed to say this? I don't think it is the best way to make it.

And I even can't understand those who just gave up their right to choose someone who will share their life and just let someone do that job instead of themselves.

Living without imported goods, especially from China, is getting tougher. The world is getting smaller by globalization making it faster and easier. Goods comes in and out across the board, which is actually moving everywhere regardless of where it begun its journey from. It’s very common finding out ourselves wearing and using products from the country where we’ve ever never heard of. We’ve unconsciously benefited from international trade and globalization – which is actually referred to synonym – so that now we can’t imagine that we’re living without imported goods which are comparatively affordable and easy to get from everywhere.

Since Adam Smith developed his distinguished economic theory which has made sure we all could be better off by international trade (free trade), there have been many advocates of it and even many undeveloped countries have accepted it as a priority of the economic policy to get out of poverty. In addition to Adam Smith, many other economists in the history devoted their life to the fact that the world economy is working based on free trade. What they’re advocating as the advantage of free trade is that free trade itself works as a distributor of resources, say, the basic idea of free trade is that it drives the nation to concentrate on what they have as comparative advantage. As a result of it, the resources become centralized upon nation’s comparative advantage industry. For example, China’s labor is so cheap that they can centralize all nations’ work force into export-oriented industry like manufacture as the Korean government did in 1970s. Now Chinese industry is heavily depends on export industry which most labor in China involved in and it has led China to the second biggest world economic country successfully. Other developed countries don’t need to build factories and chimneys – which used to need lots of people to work and emit dirty smog and carbon dioxide – in their domestic land any more at all because China is doing that job they used to do. Now they’re importing goods from China instead of that they are producing them, spending much more money than it should be. Moreover, we all believed it’s a benefit that we are touching extraordinarily cheap Chinese goods. But I remember all nations which have been persuading free trade as their priority were in big trouble right after the U.S’s financial crisis was exploded. After that, The U.S started chanting “Buy America” and some of politicians proclaimed protectionism and even some of them said no more free trade which is still ongoing. Why did they do? Free trade has distorted the function of distributing resources so that there have been hundreds of thousands of people laid off in the industry in the U.S which the nation abandoned and China took. As American stopped buying the goods from Chinese – the amount of imported goods from China in the U.S was decreased – Chinese people started losing their job as well and returning their home from Shanghai and Beijing with empty hands. The benefit from free trade was big but it seemed like that damage would be huge and much brutal.

Here is another view point of mine. We really like to talk about standard of living which we used to use as a measure of how good and bad our live are. Some of economists said free trade can improve standard of living by importing and exporting goods, services, and capitals. Undoubtedly, the figure of GOD showed it is true – average 9% of GDP increased in China proved it. However it doesn’t mean free trade has improved all people’s standard of living. For example, as we’re exporting vehicles to the U.S and other countries at the price low, we’re importing cheap rice, wheat or beef and pork from the U.S, New Zealand and Australia; other cheapest consumer things from China. Those who involves in the motor industry are able to benefit from selling what they make, on the other hand, those who works on the farm is going to be victims in the battle field where their enemies have the sword of the price competitiveness. How can we regard it as that standard of living is improved in terms of GDP? The ratio of GDP’s absolutely telling our standard of living went up in that we exported cars more than staple things that we imported from other countries. What we imported is actually hurting our industry and sometimes makes it so weaker that the industry can’t stand up any more. Of course, keeping goods from importing and protecting our industry also cause ineffective use of resources wasting the time and money. However, the contrary situation doesn’t differ at all as we saw. Finally, we shouldn’t blindly believe the fact that free trade is only way to bring welfare to whole nations’ people. We should make sure if there were a winner and there might be a loser.

We live in globalization which makes it easier and faster for goods, services and capital to get into countries than they used to be. It’s not especially hard to see things made in China piled up at home. It’s more likely that Chinese goods invaded our countries and conquered shelves in the department stores and big supermarkets like E-mart, Home-plus and Lotte Mart. The situation of the U.S doesn’t differ in that case. And I believe the U.S is the one of countries that has been seriously slapped by Chinese goods overwhelmingly increasing. No matter what we pick up at stores, most of it says ‘Ni hao’ to you which means hello in Chinese Mandarin. Chinese goods are especially cheaper than others and it is the reason that people prefer to buy them rather than made in the U.S which is comparatively expensive so that amount of people seeking Chinese goods has been increasing. It was not quite big deal to some Americans but it has definitely started to affect their normal life. Now it is problem that Chinese goods has a hold the U.S’ market.

1. Manufacture industry of the U.S to China

Journalist Sara Bongiorni is one of those people who habitually checks the bottom of everything that she buys to the “made in” country of origin, primarily just for curiosity’s sake. Two days after Christmas, she found out that Chinese goods have been predominated all part of her house which seemed to say “made in China” on the bottom of her house. It finally drove her to have her New Year’s resolution which is boycotting “made in China”. So what’s problem with “made in China”? There had been 800 million people laid off while Chinese export to the U.S was increasing. It superficially means the U.S doesn’t manufacture customer goods anymore and also “made in the U.S” no longer exist in the U.S. According to the book, she has been searching for not “made in china” in Wall-mart which was absolutely not easy. While she was strolling through aisles in Wall mart, what she was able to touch was all from China, Mexico, Chile, and Turkey – there was just few “made in the U.S”. Actually I believe the U.S’ manufacture industry has been broken down and it would stimulate her sense of anti Chinese goods. And that would be what she was angry at. In few years, there will be no more factories which produce goods to send its domestic customers in the U.S and American houses will be full of things from out of the U.S which are now all made in China but will be replaced by goods made in other countries.

Now it is China which she’s boycotting but it will be another huge world factory nation sooner and later.

2. Spaghetti bowl effect

She bought a cartridge whose its box had a tag saying “made in the U.S” on the bottom of it but a staff from the cartridge company who talked to her on the phone said it was assembled in the U.S. Assembled in the U.S? What does it mean? Think about the Samsung flat panel TV made in Korea. Its origin of country is Korea but we don’t produce all part of it in Korea. Its parts come from all around world including China, Japan and even Taiwan. And all are literally assembled in Korea then sent to all around world again saying “I’m made in Korea” which is not actually. That’s what we called spaghetti bowl effect. How many parts does a flat panel TV has in there? And how many countries involved in it? It is as much intricate to find out origin of country as the machine is. It seems like that we saw noodles in a bowl in a tangle. It would be at least more than 300 parts in the flat panel TV so that it doesn’t seem easy to know all origin of country. That would be the reason that she couldn’t make her boycott 100% pure. Even though she tried to screen “made in the U.S” out from listing things to buy, she was still buying “made in China” which was in “the made in U.S” as its ingredients. But we have to give unstinted praise to her effort which brought the world attention to which Chinese has become the black-hole sucking world factories and messing up the order of the world market. As finishing the last page of this book, I believe her effort was worthy to be done in that it let me know how hard it would be to stop buying “made in China” and think that most has benefited from it but victims would be right next door.

What are those looking good yummy things?

Let me guess what English name will be good for this. These are all sea-foods but as you see there they are exactly shells and prawns and it was being roasted on a grill.

It could be called Roasted Shells cause it is roasted. Anybody know an exact name for it please let me know what it is. I really want to know how I can call it in English.

It was the first time that I had it. When I came there I even didn’t know how to order and what’s good for me. Moreover, I didn’t know shells’ names even in Korean but there are heaps of names on the menu which was totally strange to me. So I just ordered a very normal thing which was called “A blah blah set” – We, Koreans, really like to make something into a group and call it “SET”. For instance, The happy meal in Macdonald which has a hamburger, a cup of coke, and french fries and which we used to call in English becomes “The happy meal set” because it has more than a thing in there. That’s the way we usually use. It looked like that in that picture.

It was really yummy !! So I’ve decided to introduce it to you guys and my foreign friends. But I don’t want them to be confused with the name of it cause its name and pronounce in Korean is little bit difficult. We call it in Korean “Jo – gae – gu-i” which I’m not sure but could be. Just trust me. So that’s why I’m looking for the exact name of it. If they know the name and can explain what it is, it will be much easier for them to find it on the menu and talk about it with their friends and then its good reputation will be spread.

I really really want everybody to have it once. And once you have it, you can’t deny that you have a crush on it as love come to you. Ha Ha Ha :) ~! It’s little bit absurd and exaggerated but it’s not a lie at all. It’s really yummy !!

Lee Charm who were born in Germany and naturalized in Korea have appointed as the President and CEO of Korea Tourism Organization (KTO) on July 30, 2009. He came to be the first foreign CEO of public office, which hasn’t ever happened in the history of Korea. His experience, living in between Korea for 31 years and Germany for 25 years, has qualified him and the representative of KTO said he will be able to elevate Korean tourism industry through foreigner’s eyes.

When I was a kid I saw him playing a role as a just Korean speaking foreigner in TV show. And he was on regular TV show making a lot of journey across the nations finding some place to go for holidays and discovering traditional and local foods, which sounds like he worked as a free travel journalist.

Well, I know how he has tried to hear from Koreans that he is not a stranger anymore at all putting heaps of efforts in Korea where we still believed Korea is the homogeneous society.

I adore it cause he made it and finally all Koreans (maybe not) have started admitting what he has done and what he is as a Korean now.

And I’m very proud that our government gave an opportunity to a person who has different skin and hair colour. I hope it is beginning of all the policy for foreign naturalized Koreans and even migrants from the third world.

News reported that this year the number of the foreign residents in Korea become over one hundred millions. Most of them could be migrants to work in Korea from China, India, Philippine, and other countries. In this point, what I want to say is even if the number of foreigners is continuously increasing, our attitude to them isn’t ready to hug them as our neighbours and what’s the huge problem is the lack of policy to protect them from being exploited and discriminated. Most migrant labours from the third world are working in the area where we don’t want to work because it’s dangerous, dirty, and difficult but they have played a huge role in that area helping our economy constantly develop. In fact this is the true that our government and we have not paid attention to them and even tried to avoid what they speak up for their fair right as a human being.

So I think it’s really good enough time for us to turn our interest to them and study how well we are able to live together with them thinking of them as our people and our brother. And I hope to see one of them to be placed as president and CEO in another area.

We often think of American black president as myth but it is not. It is the true story which is still ongoing. It’s what we should learn. He was made by all Americans who didn’t care about skin colour and where come from. That idea is what we need right now.

Obama is the symbol of beginning of breaking of the racism but that’s not an end. Lee Charm, I hope, should be a beginning of changing our attitude on the idea of foreigners. We don’t think that we have racism on the land of Korea. But we have to admit that there is such a big racism which we should fix and kick off. That’s not a thing that we have to stick with.

It will not be a short journey to make them feel that Korea is one of the countries in which they want to live for good without concerns and that they are being protected from the Korean law as Koreans are. And what I want to see is that more chances that Koreans can have will stretch out to them equally.

Indian Chicken Curry !!

Chicken curry is what I used to have for lunch in Australia. Before that, I had eaten it for the first time when I visited my Indian friend who worked in City bank’s Seoul branch. I met him in church first. I can’t remember exactly how we got closer. Only what I remember is that after knowing that we lived in the same town, we got closer and I used to visit him and went to church together. When I made the first visit to him he served me well with amazingly delicious chicken curry with some spice season a nd then Indian tea. I haven’t ever felt such taste in my life. Its small which makes it exotic was strong enough not to forget. The first spoon of it is still a thing that I can’t forget ever.

Before I flew to Australia, my Indian friend, DJ, came back to Indian promising he would come to Korea but unfortunately he didn’t make it. I’m still missing unforgettable taste of Indian chicken curry that he made for me.

While I was staying in Australia, I used to work to get money for school tuitions at hotel washing the dishes and helping chefs as a steward for a while. Hotel has a big restaurant which has buffet for lunch and supper. One of its dishes was Indian chicken curry that I always wait to take it off after the time for buffet is over. Actually nobody could take any food left over to home but the executive chef let me take them all to home whenever I want. He knew I worked hard as well as studied. And he always tried to concern about me because he has a son at the age of mine. So he used to think of me as his son. Accidently he was also from India. Wow I’m quite lucky with Indian guys! Anyway at the last day of my shift he made me what I liked which was Indian Chicken Curry.

If someone asked me about what’s my favorite food I would not hesitate giving the answer to it because it would be Indian Chicken Curry.

All this story can explain why I still often go to an Indian restaurant in Seoul, Korea. I often go to there and still order only Chicken curry. The last time that I went to there for supper I took some picture of that place and foods to share them with you.

This is an Indian yoghurt. It’s little bit sour sweet.

That’s smoked chicken wings and breasts with green source that I don’t know what it made from. But it’s not so spice and not so strange as its look.

Chicken curry, Lamb Curry, and Vegetable Curry with naan which was so~~~ delicious !!

This is the naan which made from wheat flour which is one of the staple in the middle east Asian countries.

Wow!! It’s my favorite!!

Its name is an Indian milk tea what Indian called in their language Chai.

It's really good news that two journalists were released from North Korea who were sentenced to go to the labor prison camp due to infringement on the border of North Korea. Now they are free.

But some Koreans captured by North Korea are still in there without any hope that they would be sent home and their family.

Can you believe that some nations will be disappeared on the earth in 50 years? Have you ever heard of it? Can you guess what cause that disaster to those nations? I think what you are now guessing may be right. It will not be caused by the war, and nuclear. But one thing that I can be sure is that what those nations are going to face has been brought by our hands.

Let me talk about what's going on and what will happen in 50 years to some nations which destine to be vanished forever on the map.

In the central tropical Pacific Ocean there are several island nations. Republic of Kiribati is one of them that is composed of 32 atolls and raised coral island. Its current name was derived from the name of its main land, Gilbert island.

As you see, it's so tiny that it's not so easy to find it on the map if I wasn't interested in this problem. And only 105,432 people lived on that island by the latest census July, 2005.

Here is the problem that they are facing. I remember someday I watched some Pacific island submerged under water on TV last few years ago. The huge wave stroke and covered everything in the town and city, which was caused by global warming. The earth is getting hotter due to global warming and sea lever is getting higher and higher so that some nations will be expected to be sunk like Republic of Kiribati to be disappeared in 50 years. It just has 50 years left to be disappeared and then what can people living on that island do? Where should they go? People are hoping to immigrate to new place to live in asking neighbour nations like New Zealand and Australia to accept them as citizens. But they, countries like Australia and New Zealand which are capable of accommodating, ignored them and deny letting them in.

What I'm wondering is that are they really responsible for that global warming? I haven't thought there are hundreds of millions of factories emitting carbon dioxide out, leading the earth to be at the edge of danger.

So who should be responsible for that? And what countries have to take care of them offering them rooms, houses to live in and jobs?

Hey, America and China and other developed or advanced countries, Do you hear me? Where do they go to ask their right to survive on the earth?

Hey everybody on the earth! Are you guys listening to me? We are all in charge of it. We would be all criminals if those islands were disappeared on the map.

Do you know how it is easy to keep them on their territory and beautiful islands?

All we can do and need is to stop wasting what we think has been very common on the earth. We have been throwing and messing up very unique and vulnerable things. We have to stop everything that has been done wrong. And save the earth. Save dying islands and people. I want to hand our treasures down to my children and want them to see all the beautiful things on the earth. I don't want beautiful Pacific island to be vanished. I'm very afraid that the destiny that people living in Kiribati are facing will reach to us and our land. But I have a hope that we are not such stupid.

I was watching people waiting from CNN live TV. Every time that I heard Michael Jackson is going to leave forever I didn't know how to control my bursting feeling.

Every time that people who came up on the stage said they love him and hope him to be forever I couldn't ..I could not help stopping crying.

I found out very interesting article on the internet. It was about Mr.Lee's speech at George Washington University. Let's see it.

In a speech at George Washington University after receiving a honorary doctorate from the school, Lee said he is considering subscribing to Twitter (www.twitter.com), a micro-blogging service that is the latest global craze on the Web.

um... did he has any reason to receive such that great doctorate? I don't think so.

I remember what he asked to his secretary very first. It was about how to log on Easyone system that was built under the name of OA in The Blue house, which means he hasn’t used any computer thing and internet stuffs. How ridiculous it is!!

When he was a presidential candidate he said his nick name is a comdozer which is a compound word computer and bulldozer. And he also built and run a cyber financial business which is like a… um…..home trade for stock. (I don’t know the word of it exactly.) Anyway…but he didn’t know how to log on the internet and use “easyone system”. Did it make sense?

Okay. That’s fine. I know he always lies. It’s okay. I can take it.

Why does he want to be a subscriber to twitter and why does he announce it to them?

Here is the reason!

Lee commented that new developments such as Twitter are changing the way people communicate, and said he is considering becoming the newest member of the Twitter community.

Should I believe it? Is it that the reason why he used to ignore what people said and want is that the way is changing and people don’t use twitter?

How many people in Korea do you think use Twitter which is made all in English? Is he going to take what we are saying outside if we subscribed Twitter? I know the answer. Answer is “NO”

He always mentions about the communication in his speech. He said he regards the communication as the first priority to unify our nation and go further toward better future of Korea. But I haven’t seen him communicating with people outside waiting for him in cold freezing!

He just started ordering polices and prosecutors to custody those who condemn him and upload something related to him on the internet as well as offline instead. Only thing he wanted to see on the internet has to be the praise for him as Kim jungil does in North Korea.

Only difference between Kim and Lee could be that he would leave in three more years forever but we aren’t tolerant right now.

But he also joked that the 140-word limit on Twitter updates is ``too short for the President'' to express his thoughts and will ask the company to give him an extra 60 words.

This is another Room culture in Korea !!

Korea has heaps of "Bang" culture which means "Room". You can see lots of signs on the street which have the word "Bang" such as Norae-Bang, DVD Bang, and Video-Bang.

A thing that I wanna introduce here to you is another type of Bang which is kind of cafe.

It has each separated room in there and each room has a curtain to close the enterance of the room.

This is the picture of the room that I went to yesterday. It seemed like the room in DVD-bang but it was smaller than one in DVD-bang. And it doesn't have soundabpsorbation ...um.. I mean we can hear voices from other rooms as well as noise. And also we can't turn the volum up due to that reason.

We paid 7,000 won per each which is for a hour and another 10,000 won for another hour. It was not quite expensive. We was suppose to study there but...um...it wasn't possible.

so much noise came from other rooms. But one thing that I like is that the cafe offer free beverage and ice cream while we were staying.

In the hall of the cafe, there was a table with a variety of beverage and ice-cream and tea which we can have as much as we want. Until time is over it will last for free !! It was great !! I drank so much til my tummy was swollen as a pregnant woman's is. We stayed for two hours and little bit more. A staff said when time was over he would call me but there was not a call. I think when there are not so many poeple waiting they offer more time to stay. um...it's also good. Anyway.. it was cool! and Fun!

Today the leaders of the U.S, Obama, and Korea, Mr.Lee (better say fucking stupid) met in the U.S for some reasons. I wanna talk about that reasons.

Before he was on the board to flight to the U.S he anounced that visiting the U.S is going to settle a frim alliance between the U.S and Korea. Is that all? Is that all we want?

This is beacuse he wanna get people's mind back showing his power with meeting Obama. But Koreans are not stupid. Don't put him to shame. You pushed North Korea at the edge of cliff. That's what you made. You didn't keep the promise which past goverments had made with North Korea. When you took the office, you messed up everything and broken a very important thign that we shuld make further. It is the peace which you broken.

It was gloomy day from early in the morning. It looked like the sky knew something would happen today. And I was sleeping in the bed and heard a cell-phone ringing. It was my mum and she was talking something but I was half asleep so that I couldn’t hear what she said but my ear caught some words which were enough to wake me up from a long sleeping. She said that ex-president Roh had been founded fallen and nearly dead. I can’t remember what she exactly said. What I only remember is her voice was trembling.

I ran to TV and turn it on. All channels were talking about his death. And all day there was only news about his death and its background. And about a suicide note that he left.

There was any funny TV show on television today as people were across Korea.

He, ex president Roh mu-hyun, was – I’d better use present tense “is” – the cleanest president that we have ever had and all Korean have ever witnessed in our entire history. He used to sing a song for those who fight with him against the power. He always tried to stand before ranks to fight against rampant corruptions in Korea. And he swore that he would make the world where ordinary people think they wish to live in. But he made one big mistake to him – he received around $ 600 million from his political supporter, a business man, which was relatively small and tiny compared to what other ex president had made. It was a mistake like a tiny duty on a white paper. But his political life received a serious wound to be nearly dead.

And he’s also dead.

He jumped off the cliff where is located just behind his house and then got fatal wounds on his brain and backbone. A one hour later, the hospital that he was sent announced his death. It was stunning and shocking. All people in Korea began crying to mourn his death.

Now we pray he will rest in peace.

He was strong and brave and….and honest. He was a hero. We lost a hero but we will have a legend for good. He became a legend.

Never forget today. It’s May 23, 2009.

Former S. Korean President Roh commits suicide

(CNN) -- Former South Korean President Roh Moo-Hyun committed suicide Saturday by leaping to his death from a hill behind his house, the South Korean government announced.

Former South Korean President Roh Moo-hyun served from 2003-2008.

He was 62.

Roh, who was president from 2003 to 2008, had gone hiking near his home with an aide around 6:30 a.m. Saturday (5:30 p.m. ET Friday), the state-run Yonhap news agency said. He was found later with head injuries, and died at 9:30 a.m. after being taken to a hospital in Busan, police said. A hospital spokesman declined to comment.

Roh's former chief of staff, currently acting as the family's lawyer, told CNN Roh left a suicide note for his family. The contents of the note were not made public, but South Korean media said it describes Roh's agony and emotional state.

Roh's death came amid an investigation into a bribery scandal that had tarnished his reputation.

Prosecutors were investigating the former president for allegedly receiving $6 million in bribes from a South Korean businessman while in office. Roh's wife was scheduled to be questioned by prosecutors Saturday, and Roh was planning to answer a second round of questions next week.

With Roh's death, prosecutors said, the case against him has been suspended.

Roh had said he was ashamed about the scandal. In the first round of questioning, he said he was losing face and that he was disappointing his supporters.

The former president said he learned about the payments only after he left office and that some of them were legitimate investments, Yonhap reported.

Roh wrote about his thoughts on a blog that he maintained, which also attracted supporters and tourists to his hometown, Yonhap said.

Although Roh had not made a formal guilty plea, many were disappointed that a man who came to power vowing an end to corruption would face such allegations.

Roh hoped to leave a legacy of improved relations with North Korea.

Just before he left the presidency, Roh became the first South Korean leader to cross the demilitarized zone and meet with North Korean leader Kim Jong-il. Roh believed in the "sunshine policy" of his predecessor, Kim Dae Jung, that sought to engage the north and Roh also promised aid.

Roh spoke to CNN Correspondent Sohn Jie-Ae just after that trip and said he thought his legacy would be to ensure that many others crossed the demilitarized zone after him. The current South Korean president, Lee Myung-Bak, however, takes a harder line on the north and has so far not continued Roh's efforts.

Yesterday, there was a forum under the title “what has left from candle light demonstration in Korea and now where to go with it.” I attended there with curiosity about what other people think. Actually I was invited by my friend who operated and helped that forum like a staff. Anyway it’s true that I have an interest on such things related to the current issue which is often talked a person to a person and that I expected something different than which people used to think and mention. There were two speakers.

One of them might be very popular among people if you were interested in the candle light demonstration in the middle of the controversy about importing beefs at the highly risk of mad cow disease. She came up at that time and became a super star, beating and slapping the Prime Minister Han with a cutting criticism in front of him. And the other guy is also what we called a candle light super star. He too has showed up on many TV forums asserting the opponent opinion of importing beef from the U.S with very logical and comprehensive reasons to support it. Anyway stop here introducing speakers because it actually doesn’t matter who spoken there. The matter is what they spoken about.

The first thing that I wanna talk about is what she told us about conglomerating each person to fight against the government like a year ago candle light demonstration. But I wondered actually I have wondered whether people actually wanna act to change what they hate and what is possibly able to lead them to stand up to fight and keep their right. One more how many are interested in and brave enough to fight against the government in this time that everything is going down; earning and feeling on economic.

People used to turn around from such things that make them annoyed and when they are hungry enough not to be interested in the government doing something, they actually didn’t do anything even though there is something that they actually can do. Now people hate what the government is doing and they are losing their faith, whatever it is; it must be the faith and trust of the government. But people don’t have any strength to fight and win in that battle which means that they are now totally desperate and even exhausted in holding a candle light and picket written “MB OUT: Mr. Lee out”. But she just said the only way to pull ourselves out of this tragic circumstance is gather people and make it bigger and bigger.

This was not the answer that I wanted to hear. We have a lot of people who can speak well and argue well with affluent knowledge but I haven’t found anybody who can tell us what exactly we should do to make the world better off and people happy with living their life in Korea. I was very sorry that I can’t find the answer from them but it was quite good experience to hear what others think about the problem that we face now. I will come back to my life and then keep asking my-self and others how we can harmonize everyone in the middle of coming huge wave of the globalization and in the middle of losing the fundamental idea of democracy in Korea.

Summary of chapter 5:

Exploratory Research Design: Syndicated Sources of Secondary Data

Note: This paper is not a simple summary on chapter five. It has been written about our understanding on this chapter.

We have learned about what marketing research is and why it is necessary so far and in this chapter we will examine more specifically about type of segment of method which has been used to obtain and produce well organized data. Before we started to discuss issue of chapter five, we tried to define about why we need to do a marketing research. It was very important for all of our team members to consider it in that defining it would help us fully understand the story of chapter five and explain it to audience that easy way. To make sure whether all of us know exactly where we are now, we threw ourselves several questions which would give us very clear directions to go. As I mentioned before, one of our questions is why we should do gather data and for what. Actually we have been left with many questions in this chapter. However, we reckoned it was our job to make everything clear step by step.

Suppose that say a hundred year ago there was a person who wanted to make a journey oversea; the conditions could be worse than now in terms of transportations, and other things which make travel possible and easy. Could you find any question in this story? Absolutely the answer would be not. The situation superficially doesn’t seem wrong at all. But if you were in that situation, preparing journey, you would make a list of packing and gather the information on the destination and where you stay in. Do you get a point? The point is the information which is able to make sure whether the journey will be safer and easier or not. A hundred year ago, there must have been a difficulty obtaining data and information on specific place where you go. Christopher Columbus’s story, which Columbus reported that he discovered India but it was actually America continent almost two hundred years ago, showed us a good example of being without any data. It definitely shows us why we need to get data and for what. Gathering data through experiences or surveys, whatever it is, could help us make a more accurate decision and make it possible for us to expect what happen in the future. For more than these two ways, data has been used and produced. And now its term, marketing research, is used everywhere. This is our understanding and then answer to the question which we threw ourselves. From now on, we will examine one of data gathering techniques in this chapter five.

In chapter five, we will talk about syndicated data which is referred to mounting evidence to support that use of data has been increased and developed since it came up to the world as one of studies. Above all, we need to define what syndicated data is and then we will examine what type of method there are and how we can use. Syndicated data is literally data which is combined with more than two different types of data and it also could be said it is very complement each other. With this point of view, we also can guess what syndicated source and service. If data could be combined together, would it be possible that two different sources are combined? Yes, it would be and it is. Syndicated sources mean that sources to get data would be more than two. We will study about it in detail sooner or later. What about syndicated service? We already knew what syndicated data and syndicated source is. But one thing that I have been curious is who build up data and data sources. We need somebody which conduct all this processes and is able to give vital force its lethargic data. There are companies who collect data and produce them, then finally sell them to the clients who want to use them in many ways to keep an eye on the effeteness of advertising and, people’s willingness and preference to promote their product brand. Sometimes and often companies want to work together because they have the very same fundamental purpose and they know working together is able to make its expense lower. Recall meaning of its name, something syndicated means there are more than two things combined. As its name implies, use of syndicated data is very multiple as well as its needs in that it is designed and supplied for use by multiple client from multiple industries.

Now we will learn how to classify syndicated source based on either a household/consumer or institutional unit of measurement. It is very simple to classify them because we just have only two types of sources to collect data. All we need is know where its data comes from. In other words, we have only two sources to collect data and it is classified by its term and what it is. Data from households/consumers typically related to general values and lifestyle, media, use, or product-purchase patterns. In this case, data is collected through many methods which could be surveys, panels, and electronic scanner services. We will talk about each of them later. Data collected from institutions mainly related to product movement through distribution channel (retailers and wholesalers) or corporate statistics. All these different type of sources will be discussed.

- Survey

Survey has three types of survey methods which have each specific feature based on the way its data is collected. We will begin discuss with general survey which are periodic, panel, shared survey.

We will start with periodic survey. According to the text book, periodic survey collects data on the same set of variable at regular interval, but each time a group of respondent to record answer to questions is changed. Make sure at regular interval the survey is done with the same set of variable but not with the same group of respondent. This is the most important feature of periodic survey.

Panel survey seems one of very common surveys. It quite differs from periodic survey in that its variable could be very various but the group of respondents has to be stuck with each time of survey. The contents and topics of the survey vary and cover a wide range. In other words, its data could be developed and expanded to complement and implement different cross-sectional designs at different points in time, generally for different survey. Moreover, from its original data pool, it is designed for different survey with different subsamples of respondents. And any survey technique could be also used, including telephone, personal, mail, or electronic interviewing. It doesn’t seem to be any limit to survey. So it is well known as Omnibus panels.

We have been very considering how we should explain about shared survey. The text book says “as the name implies, shared survey are developed and executed for multiple clients, each of whom shares the expense.” Is it simple enough to understand? To begin, it was very hard to understand and we had a doubt how simple its explanation is. But we finally conclude its explanation tell all about it. Shared survey is that the only expense is shared by clients which request survey. Maybe an amount of split money like prepaid money is paid by multiple clients. That’s it.

We have been talking about general survey. It is still itself syndicated data. We can also add more segments, which are psychographics and lifestyles, and advertising evaluation, on data collected by general survey. We have been thinking about what we are able to do with data from general survey. It is true that three different types of surveys can cover a wide range but it is also true that it is not enough to explain how people spends their budgets on specific brand, what brand loyalty they have, and what they are interested in. The research firms can track what kind of product brand has been saleable and how people are willing to buy provided product for the research in general survey. Meanwhile, how can the research-firms be sure whether its brand loyalty can keep lasting or not? What if their clients want to have some information relate to people’s life style in trend, which could indicate what product would meet a ready sale, either to defend loosing marketing share or to launch new product which can meet people’s needs? In this point of view, the segments including profiled psychographic data and data relate to lifestyle should be used to help data from general survey work efficiently. According to the text book, it says “The term psychographic refers to psychological profiles of individuals and to psychologically based measure of lifestyle, such as brand loyalty and risk taking. The term lifestyle refers to the distinctive modes of living within a society or some of its segments, such as Dink (Double Income No Kids) lifestyle characterized as being money rich and time poor.” These facts can help us to forecast what stream we should ride on.

We still have one more thing which can help us make data more accurate and make sure whether our action will affect market in the future. It is advertising evaluation. It could be kind of survey focused on only evaluation the effectiveness of advertising. In other words, the companies which use an advertisement as one of promotion methods will be very curious about how it works well. Advertising evaluation makes it possible to measure how effective it has been and how many audiences have watched.

Now with all these tools, we can expect and measure from people’s inclinations to actions, and ultimately evaluate what that process has been done. In consequence, we got to know the survey is designed to develop consumer profiles or determine consumer preference, and also product image or positioning. But we should be careful every step that we take in this survey. That’s because what people’s saying is actually not what they’re doing. It means errors in the survey might occur because respondent could be not honest in answering to the questions or remember incorrectly.

- Panels

Now we will examine another one of techniques to collect data which can be complement with data from survey. Panel is a group of individuals, households, or institutions which record its daily spending habit in a diary. Panels could be maintained or replaced to rotate respondents, which is able to prevent accumulated data from losing its accuracy. The same group of respondents with the same variable ,as survey occur, will be able to cause its collected data not only to represent only fixed respondent’s opinion, which means that its data can not telling a truth of what it is actually going on, but also to lose its actual purpose, which is disturbing making a decision. If it is, it couldn’t be representative of U.S population.

Panel has distinctive features in that respondents record specific behavior at once as they occur. Internet environment makes it possible for respondents to record their behavior or their consumption behavior recorded automatically by electronic devices. Respondents need no longer hand in their diary and then get it back every four days at least. The text book says that this makes the information more accurate. Absolutely it is. Based on the type of information recorded, panels can be classified as either purchase panels or media panels.

Remember what we are studying now. We are now studying about syndicated data. As we mentioned before, it means something combined and complement in order to make a synergy. Yes, it is. Data from purchase panels can often be complemented with data obtained from Survey. We will introduce an example from the text book, which tells all about what purchase panels is.

The NPD Group combines information obtained via survey with that recorded by respondents about their behaviors to generate reports on consumption behaviors, industry sale, market share, and key demographic trends. Consumer information is collected from its Online Panel on a wide range of product categories, including fashion, food, fun, house and home, technology, and automobile. Respondents provide detailed information regarding the brand and amount purchase, the price paid, whether any special deals were involved, the point of purchase, and the product’s intended use.

Try to understand what it is telling now. In short, data from survey have information only related to people’s attitude toward brand and preference, which mean we don’t know whether they actually bought it or not, if yes, what amount of merchandise has been purchased. But data from purchase panels has, as it mentioned before, information including amount of product purchased, the price paid, and so on. If it is, how can we say these two data is complemented each other? Say, we survey to know what type of consumer is willing to buy the product that we produced, whatever it is, and what type of brand that we made a consumer like. But it is not enough to know how our market share has been changed. So we decided to ask each of consumer about whether he or she bought products or not and if they bought, how many they purchased. This data can be collected through purchase panels. Now we suppose that 50 percent of respondents answered that they are very willing to buy a product called “P1” at survey. But actually 40 percent of them recorded that they bought a product named “P2” which is competitors’ product at purchase panels, adding comments that our product “P1” is very expensive but still willing to buy. What do we get from this survey? The price is high, so that our product would lose its market competitiveness. If we have only limited information though survey, we can’t find out where our problem begin from. Syndicated data help us get to the problem that we face. In contrast, if 50 percent of respondents said “P1” and finally bought “P1”, we would be sure still nothing wrong with it.

Media panels have the same approach as purchase panels and its data is also supplemented with data from purchase panels. In media panels, electronic devices automatically record viewing behavior. We think we would better explain its technical mechanism with an example. Firstly, the purpose of media panel is to know panels’ watching behaviors. There is a device called a storage instantaneous peoplemeter set up on TV sets which is collecting information about what a respondent is watching. Respondents might be watching TV commercial film and Data is stacked up in the first device at this point. Then these data is transmitted via telephone lines to a central computer called audiloge. Data stored in audiloge is also supplemented with data from purchase panel. Here, we have a question about that in what way already complemented data from both survey and purchase panel can be supplemented with data from media panels again. We have considered finding an answer quite long. Say, with an example “P1”, we already knew only 10 percent of overall respondent purchased the product “P1”, then we got to know what to do, so that we decided to advertise at specific time for respondents who didn’t purchase “P1”. Less than a month later, we got data from purchase panels. If there are some of respondents who had changed their choice, we would succeed in advertising. But if the result were not good, we should try to find out the problem, repeating researching process again and again.

One thing that we can’t be sure is that it is very hard to know whether respondents are really watching advertisement at intentioned time. TV could be turned on but there is still a doubt about what respondents are doing at that time.

All we can do with data from purchase panels is to forecast sales, estimate market shares, assess brand-loyalty, and brand-switching behavior. And also we can establish profiles of specific user groups, measure promotional effectiveness, and conduct controlled store tests. Media panels yield information for advertising rates by radio and TV networks, selecting appropriate programming, and profiling viewer or listener subgroup. Advertise, media planners, and buyers find panel information to be particularly useful, the text book says.

- Electronic Scanner Service

We have witnessed cashiers scanning merchandises with a laser scanner at the ach register. We will examine three types of scanner data in detail which has played an important role in marketing research industry: volume-tracking data, scanner panels, and scanner panels with cable TV.

We very often go to supermarket or outlet to buy daily foods or merchandises but we never been conscious of why a cashier scans the barcode of merchandise. We used to survey a person by a person to know how well a product is selling before the introduction of scanning its barcode. Each merchandise consumer brought at a cash register scanned, the data are automatically entered into a computer. It is volume tracking data. There is no longer need to go out for surveys. These data provide information on purchase by the brand, price, and flavor based on sales data. But how can we know who bought it if we want to know information on the connection between a person and a product he or she purchased? The research firm must have contemplated developing and making up its week point of volume tracking data. If you went to supermarket like E-mart, or Lotte-mart once, the answer would be easy. Have you ever been asked by a cashier whether you have membership card or not? Households are given membership card at E-mart which will have your personal information: address, mobile phone number, your birthday, and your sex. Each time you make a purchase, your purchase behavior will be put on the card. And also your purchase data will be linked to your identity. In this way, the research firms can figure out what type of householder makes a purchase, and what merchandises are purchased at once. It is possible by scanner panels.

Cable TV has helped TV itself to be an attractive device to survey. Now we will examine more advanced use of scanner technology which is called scanner panels with cable TV. There might be no one who doesn’t have any TV set at home. Half of householders on the panel who subscribe to one of cable TV system will watch test commercial film A at the exact same time and rest of them also will watch the other test commercial film B. According to the text book, this enables marketing researchers to conduct fairly controlled experiment on in a relatively natural environment. It is very obvious that this technology helps marketing researchers to easily collect data and decision makers target market effort.

Each of technology is very useful in each way. Volume tracking data can be used for tracking sales, prices, and distribution and for modeling and analyzing easily warning signal. To be short, this is about transparency of product movement. By tracking each of product until it be sold, if there were leaking somewhere in distribution, it would be easily disclosed. With scanner panels, we are able to connect between a consumer and a product purchased. But there are still several week points in these three technologies. The most disadvantage is that not many of retailers use scanner system in their business. If there were not a scanner belong to retailer in a small market, there would be no way to track where products go away. Moreover, all products might not be scanned.

Now sources to collect data are changed and the way to use its data is also changed. We will discuss about institutional unit measurements. There are two types of institutional unit measurement: retailer and wholesaler audit, and industry service. We will explain it with our understanding about it.

- Retailer and Wholesaler Audit

We have studied about getting data from householders and consumers and its data is used for measurement the sales status and the change of deal in market. Now we will talk about the way to determine what amount of merchandise should be set on the shelf. First, we look at periodic audit. Suppose that the company have to decide amount of product to produce for next year. How can it make a decision on the quantity of product? We might need to compare the total stock of this year to that of last year. Then we can figure out how many of it should be produced. For this, we have to follow the history of inventory for a long term year by year. A physical audit is the other way to see product movement. In this way, we can understand exact numbers of products which are going to somewhere for sale. This type of data could be used for new business or distribution. Look at the phrase of the text book, it says uses of data are quite various and we are very sure uses of data will be more than which they are mentioned in the book.

- Industry Service

We have considered the example that could be good enough to understand. Industry service offers information related to industrial firms, business, and other institutions. It could be used to determine investment of portfolio, extension of business, and even distribution of resources to subsidiaries. These data are also very useful in developing business to business sales plans and direct marketing lists, estimating market potential and share within industries, and devising overall marketing strategies. According to the text book, information provided by industrial services is useful for sales management decision, including identifying prospects, defining territories, setting quotas, and measuring market potential by geographic areas. It can also aid in advertising decision, such as targeting prospects, allocating advertising budgets, selecting media, and measuring advertising effectiveness. This kind of information also is useful for segmenting the market and designing custom products and services for segments in the target markets.

We can create more valuable data from combining different types of data and so far we talk about “how to collect the syndicated data”. Among them, we know the ways of collecting data from household/consumers are using technologies: survey, panel and scanner. These information is very useful itself but we could get more specific information about purchaser by combining data and with using them we can operate more effective marketing activities than before. Way of making single-source data is changeable because it depends on manufacturer’s request. The basic way of combining data is to compare basic product preference from survey and actual sales of product using purchase panel’s diary to figure out relation between product preference and actual sales of product or compare number of people who watched advertisement from television using media panel and actual sales of product using electronic scanner service to effect of television advertisement.

We have learned about syndicated data and now we can guess how its use will be far-reaching. The demand of syndicated data for business has actually increased all around world and marketing research could be the important key of success. But still it has heaps of technical defects in each of technology to collect data and its ethnical problem has increase everywhere. Especially in Korea, many of news reported that the CD which has ten of thousand of private information had been sold like a commodity. So syndicated data could be very useful if it is used carefully and in good way but we should realize it has another face of it and still it is imperfect.

I was touched reading full of his speech. His plan seemed very clear enough to get the Americans out of depths of this cricis. His speech seemed much good eonugh to give people trust that the president and all of americans would make it.

On the other hand, I felt so sad with Mr.Lee speech a couple of day ago and wondered why Mr.Lee didn't have such an ability to make people trust his administration. I doubted why he didn't seem transparent.

Obama speech was much much enough to give hopes to people who have felt depress in the tragic economy situation in which we too are. Every sigle word in which he made a speech showed people that American has plans and possibility to get back its reputation which it have had. He also showed why the americans should get together all of them to make a consensus.

I'm very sorry that we don't have such a distinguished man as the president.

President Obama tells the House and the Senate it is "time to take charge of our future."

President Obama: Thank you very much.

Madam Speaker, Mr. Vice President, members of Congress, and the first lady of the United States, who's around here somewhere.

I have come here tonight not only to address the distinguished men and women in this great chamber, but to speak frankly and directly to the men and women who sent us here.

I know that for many Americans watching right now, the state of our economy is a concern that rises above all others, and rightly so. If you haven't been personally affected by this recession, you probably know someone who has: a friend, a neighbor, a member of your family.

You don't need to hear another list of statistics to know that our economy is in crisis, because you live it every day. It's the worry you wake up with and the source of sleepless nights. It's the job you thought you'd retire from but now have lost, the business you built your dreams upon that's now hanging by a thread, the college acceptance letter your child had to put back in the envelope.

The impact of this recession is real, and it is everywhere

But while our economy may be weakened and our confidence shaken, though we are living through difficult and uncertain times, tonight I want every American to know this: We will rebuild, we will recover, and the United States of America will emerge stronger than before.

The weight of this crisis will not determine the destiny of this nation. The answers to our problems don't lie beyond our reach. They exist in our laboratories and our universities, in our fields and our factories, in the imaginations of our entrepreneurs and the pride of the hardest-working people on Earth.

Those qualities that have made America the greatest force of progress and prosperity in human history we still possess in ample measure. What is required now is for this country to pull together, confront boldly the challenges we face, and take responsibility for our future once more.

Now, if we're honest with ourselves, we'll admit that for too long we have not always met these responsibilities, as a government or as a people. I say this not to lay blame or to look backwards, but because it is only by understanding how we arrived at this moment that we'll be able to lift ourselves out of this predicament.

The fact is, our economy did not fall into decline overnight. Nor did all of our problems begin when the housing market collapsed or the stock market sank.

We have known for decades that our survival depends on finding new sources of energy, yet we import more oil today than ever before.

The cost of health care eats up more and more of our savings each year, yet we keep delaying reform.

Our children will compete for jobs in a global economy that too many of our schools do not prepare them for.

And though all of these challenges went unsolved, we still managed to spend more money and pile up more debt, both as individuals and through our government, than ever before.

In other words, we have lived through an era where too often short-term gains were prized over long-term prosperity, where we failed to look beyond the next payment, the next quarter, or the next election.

A surplus became an excuse to transfer wealth to the wealthy instead of an opportunity to invest in our future. Regulations...

Regulations -- regulations were gutted for the sake of a quick profit at the expense of a healthy market. People bought homes they knew they couldn't afford from banks and lenders who pushed those bad loans anyway. And all the while, critical debates and difficult decisions were put off for some other time on some other day.

Well, that day of reckoning has arrived, and the time to take charge of our future is here.

Now is the time to act boldly and wisely, to not only revive this economy, but to build a new foundation for lasting prosperity.

Now is the time to jump-start job creation, re-start lending, and invest in areas like energy, health care, and education that will grow our economy, even as we make hard choices to bring our deficit down. That is what my economic agenda is designed to do, and that is what I'd like to talk to you about tonight.

It's an agenda that begins with jobs. As soon...

As soon as I took office, I asked this Congress to send me a recovery plan by Presidents Day that would put people back to work and put money in their pockets, not because I believe in bigger government -- I don't -- not because I'm not mindful of the massive debt we've inherited -- I am.

I called for action because the failure to do so would have cost more jobs and caused more hardships. In fact, a failure to act would have worsened our long-term deficit by assuring weak economic growth for years. And that's why I pushed for quick action.

And tonight I am grateful that this Congress delivered and pleased to say that the American Recovery and Reinvestment Act is now law.

Over -- over the next two years, this plan will save or create 3.5 million jobs. More than 90 percent of these jobs will be in the private sector, jobs rebuilding our roads and bridges, constructing wind turbines and solar panels, laying broadband and expanding mass transit.

Because of this plan, there are teachers who can now keep their jobs and educate our kids. Health care professionals can continue caring for our sick. There are 57 police officers who are still on the streets of Minneapolis, [Minnesota] tonight because this plan prevented the layoffs their department was about to make.

Because of this plan, 95 percent of working households in America will receive a tax cut, a tax cut that you will see in your paychecks beginning on April 1.

Because of this plan, families who are struggling to pay tuition costs will receive a $2,500 tax credit for all four years of college.

And Americans -- and Americans who have lost their jobs in this recession will be able to receive extended unemployment benefits and continued health care coverage to help them weather this storm. Now I know there are some in this chamber and watching at home who are skeptical of whether this plan will work, and I understand that skepticism.

Here in Washington, we've all seen how quickly good intentions can turn into broken promises and wasteful spending. And with a plan of this scale comes enormous responsibility to get it right.

And that's why I've asked Vice President Biden to lead a tough, unprecedented oversight effort, because nobody messes with Joe.

I have told each of my Cabinet, as well as mayors and governors across the country, that they will be held accountable by me and the American people for every dollar they spend.

I've appointed a proven and aggressive inspector general to ferret out any and all cases of waste and fraud.

And we have created a new Web site called recovery.gov so that every American can find out how and where their money is being spent.

So, the recovery plan we passed is the first step in getting our economy back on track, but it is just the first step, because even if we manage this plan flawlessly, there will be no real recovery unless we clean up the credit crisis that has severely weakened our financial system.

I want to speak plainly and candidly about this issue tonight, because every American should know that it directly affects you and your family's well-being. You should also know that the money you've deposited in banks across the country is safe, your insurance is secure. You can rely on the continued operation of our financial system; that's not the source of concern.

The concern is that, if we do not re-start lending in this country, our recovery will be choked off before it even begins. You see, the flow of credit is the lifeblood of our economy. The ability to get a loan is how you finance the purchase of everything from a home to a car to a college education, how stores stock their shelves, farms buy equipment, and businesses make payroll.

But credit has stopped flowing the way it should. Too many bad loans from the housing crisis have made their way onto the books of too many banks. And with so much debt and so little confidence, these banks are now fearful of lending out any more money to households, to businesses, or even to each other.

When there's no lending, families can't afford to buy homes or cars, so businesses are forced to make layoffs. Our economy suffers even more, and credit dries up even further.

That is why this administration is moving swiftly and aggressively to break this destructive cycle, to restore confidence, and restart lending.

And we will do so in several ways. First, we are creating a new lending fund that represents the largest effort ever to help provide auto loans, college loans, and small-business loans to the consumers and entrepreneurs who keep this economy running.

Second -- second, we have launched a housing plan that will help responsible families facing the threat of foreclosure lower their monthly payments and refinance their mortgages.

It's a plan that won't help speculators or that neighbor down the street who bought a house he could never hope to afford, but it will help millions of Americans who are struggling with declining home values, Americans who will now be able to take advantage of the lower interest rates that this plan has already helped to bring about. In fact, the average family who refinances today can save nearly $2,000 per year on their mortgage.

Third, we will act with the full force of the federal government to ensure that the major banks that Americans depend on have enough confidence and enough money to lend even in more difficult times. And when we learn that a major bank has serious problems, we will hold accountable those responsible, force the necessary adjustments, provide the support to clean up their balance sheets, and assure the continuity of a strong, viable institution that can serve our people and our economy.

Now, I understand that, on any given day, Wall Street may be more comforted by an approach that gives bank bailouts with no strings attached and that holds nobody accountable for their reckless decisions, but such an approach won't solve the problem.

And our goal is to quicken the day when we restart lending to the American people and American business and end this crisis once and for all. And I intend to hold these banks fully accountable for the assistance they receive, and this time they will have to clearly demonstrate how taxpayer dollars result in more lending for the American taxpayer.

This time -- this time, CEOs won't be able to use taxpayer money to pad their paychecks, or buy fancy drapes, or disappear on a private jet. Those days are over.

Still, this plan will require significant resources from the federal government and, yes, probably more than we've already set aside. But while the cost of action will be great, I can assure you that the cost of inaction will be far greater, for it could result in an economy that sputters along for not months or years, but perhaps a decade.

That would be worse for our deficit, worse for business, worse for you, and worse for the next generation. And I refuse to let that happen.

Now, I understand that when the last administration asked this Congress to provide assistance for struggling banks, Democrats and Republicans alike were infuriated by the mismanagement and the results that followed. So were the American taxpayers; so was I.

So I know how unpopular it is to be seen as helping banks right now, especially when everyone is suffering in part from their bad decisions. I promise you: I get it.

But I also know that, in a time of crisis, we cannot afford to govern out of anger or yield to the politics of the moment.

My job -- our job -- is to solve the problem. Our job is to govern with a sense of responsibility.

I will not send -- I will not spend a single penny for the purpose of rewarding a single Wall Street executive, but I will do whatever it takes to help the small business that can't pay its workers or the family that has saved and still can't get a mortgage.

That's what this is about. It's not about helping banks; it's about helping people.

It's not about helping banks; it's about helping people. Because when credit is available again, that young family can finally buy a new home. And then some company will hire workers to build it. And then those workers will have money to spend. And if they can get a loan, too, maybe they'll finally buy that car or open their own business.

Investors will return to the market, and American families will see their retirement secured once more. Slowly, but surely, confidence will return, and our economy will recover.

So -- so I ask this Congress to join me in doing whatever proves necessary, because we cannot consign our nation to an open-ended recession. And to ensure that a crisis of this magnitude never happens again, I ask Congress to move quickly on legislation that will finally reform our outdated regulatory system.

It is time. It is time.

It is time to put in place tough, new common-sense rules of the road so that our financial market rewards drive and innovation and punishes shortcuts and abuse.

The recovery plan and the financial stability plan are the immediate steps we're taking to revive our economy in the short term, but the only way to fully restore America's economic strength is to make the long-term investments that will lead to new jobs, new industries, and a renewed ability to compete with the rest of the world.

The only way this century will be another American century is if we confront at last the price of our dependence on oil and the high cost of health care, the schools that aren't preparing our children and the mountain of debt they stand to inherit. That is our responsibility.

In the next few days, I will submit a budget to Congress. So often, we've come to view these documents as simply numbers on a page or a laundry list of programs.

I see this document differently. I see it as a vision for America, as a blueprint for our future.

My budget does not attempt to solve every problem or address every issue. It reflects the stark reality of what we've inherited: a trillion-dollar deficit, a financial crisis, and a costly recession.

Given these realities, everyone in this chamber -- Democrats and Republicans -- will have to sacrifice some worthy priorities for which there are no dollars, and that includes me.

But that does not mean we can afford to ignore our long-term challenges.

I reject the view that says our problems will simply take care of themselves, that says government has no role in laying the foundation for our common prosperity, for history tells a different story.

History reminds us that, at every moment of economic upheaval and transformation, this nation has responded with bold action and big ideas.

In the midst of civil war, we laid railroad tracks from one coast to another that spurred commerce and industry.

From the turmoil of the Industrial Revolution came a system of public high schools that prepared our citizens for a new age.

In the wake of war and depression, the GI Bill sent a generation to college and created the largest middle-class in history.

And a twilight struggle for freedom led to a nation of highways, an American on the moon, and an explosion of technology that still shapes our world.

In each case, government didn't supplant private enterprise; it catalyzed private enterprise. It created the conditions for thousands of entrepreneurs and new businesses to adapt and to thrive.

We are a nation that has seen promise amid peril and claimed opportunity from ordeal. Now we must be that nation again.

That is why, even as it cuts back on programs we don't need, the budget I submit will invest in the three areas that are absolutely critical to our economic future: energy, health care, and education.

It begins with energy.

We know the country that harnesses the power of clean, renewable energy will lead the 21st century. And yet it is China that has launched the largest effort in history to make their economy energy efficient. We invented solar technology, but we've fallen behind countries like Germany and Japan in producing it. New plug-in hybrids roll off our assembly lines, but they will run on batteries made in Korea.

Well, I do not accept a future where the jobs and industries of tomorrow take root beyond our borders, and I know you don't, either. It is time for America to lead again.

Thanks to our recovery plan, we will double this nation's supply of renewable energy in the next three years. We've also made the largest investment in basic research funding in American history, an investment that will spur not only new discoveries in energy, but breakthroughs in medicine, in science and technology.

We will soon lay down thousands of miles of power lines that can carry new energy to cities and towns across this country. And we will put Americans to work making our homes and buildings more efficient so that we can save billions of dollars on our energy bills.

But to truly transform our economy, to protect our security and save our planet from the ravages of climate change, we need to ultimately make clean, renewable energy the profitable kind of energy.

So I ask this Congress to send me legislation that places a market-based cap on carbon pollution and drives the production of more renewable energy in America. That's what we need.

And to support -- to support that innovation, we will invest $15 billion a year to develop technologies like wind power and solar power, advanced biofuels, clean coal, and more efficient cars and trucks built right here in America.

Speaking of our auto industry, everyone recognizes that years of bad decision-making and a global recession have pushed our automakers to the brink. We should not and will not protect them from their own bad practices.

But we are committed to the goal of a re-tooled, re-imagined auto industry that can compete and win. Millions of jobs depend on it; scores of communities depend on it; and I believe the nation that invented the automobile cannot walk away from it.

Now, none of this will come without cost, nor will it be easy. But this is America. We don't do what's easy. We do what's necessary to move this country forward.

And for that same reason, we must also address the crushing cost of health care.

This is a cost that now causes a bankruptcy in America every 30 seconds. By the end of the year, it could cause 1.5 million Americans to lose their homes. In the last eight years, premiums have grown four times faster than wages. And in each of these years, 1 million more Americans have lost their health insurance.

It is one of the major reasons why small businesses close their doors and corporations ship jobs overseas. And it is one of the largest and fastest-growing parts of our budget.

Given these facts, we can no longer afford to put health care reform on hold. We can't afford to do it.

It's time.

Already, we've done more to advance the cause of health care reform in the last 30 days than we've done in the last decade. When it was days old, this Congress passed a law to provide and protect health insurance for 11 million American children whose parents work full-time.

Our recovery plan will invest in electronic health records and new technology that will reduce errors, bring down costs, ensure privacy, and save lives.

It will launch a new effort to conquer a disease that has touched the life of nearly every American, including me, by seeking a cure for cancer in our time.

And -- and it makes the largest investment ever in preventive care, because that's one of the best ways to keep our people healthy and our costs under control.

This budget builds on these reforms. It includes a historic commitment to comprehensive health care reform, a down payment on the principle that we must have quality, affordable health care for every American. It's a commitment

It's a commitment that's paid for in part by efficiencies in our system that are long overdue, and it's a step we must take if we hope to bring down our deficit in the years to come.

Now, there will be many different opinions and ideas about how to achieve reform. That's why I'm bringing together businesses and workers, doctors and health care providers, Democrats and Republicans to begin work on this issue next week.

I suffer no illusions that this will be an easy process. Once again, it will be hard. But I also know that nearly a century after Teddy Roosevelt first called for reform, the cost of our health care has weighed down our economy and our conscience long enough.

So let there be no doubt: Health care reform cannot wait, it must not wait, and it will not wait another year.

The third challenge we must address is the urgent need to expand the promise of education in America.

In a global economy, where the most valuable skill you can sell is your knowledge, a good education is no longer just a pathway to opportunity. It is a prerequisite.

Right now, three-quarters of the fastest-growing occupations require more than a high school diploma, and yet just over half of our citizens have that level of education. We have one of the highest high school dropout rates of any industrialized nation, and half of the students who begin college never finish.

This is a prescription for economic decline, because we know the countries that out-teach us today will out-compete us tomorrow. That is why it will be the goal of this administration to ensure that every child has access to a complete and competitive education, from the day they are born to the day they begin a career. That is a promise we have to make to the children of America.

Already, we've made a historic investment in education through the economic recovery plan. We've dramatically expanded early childhood education and will continue to improve its quality, because we know that the most formative learning comes in those first years of life.

We've made college affordable for nearly 7 million more students, 7 million. And we have provided the resources necessary to prevent painful cuts and teacher layoffs that would set back our children's progress.

But we know that our schools don't just need more resources; they need more reform. And that is why...

That is why this budget creates new teachers -- new incentives for teacher performance, pathways for advancement, and rewards for success. We'll invest -- we'll invest in innovative programs that are already helping schools meet high standards and close achievement gaps. And we will expand our commitment to charter schools.

It is...It is our responsibility as lawmakers and as educators to make this system work, but it is the responsibility of every citizen to participate in it.

So tonight I ask every American to commit to at least one year or more of higher education or career training. This can be a community college or a four-year school, vocational training or an apprenticeship. But whatever the training may be, every American will need to get more than a high school diploma.

And dropping out of high school is no longer an option. It's not just quitting on yourself; it's quitting on your country. And this country needs and values the talents of every American.

That's why -- that's why we will support -- we will provide the support necessary for all young Americans to complete college and meet a new goal: By 2020, America will once again have the highest proportion of college graduates in the world. That is a goal we can meet.

That's a goal we can meet.

Now -- now, I know that the price of tuition is higher than ever, which is why, if you are willing to volunteer in your neighborhood or give back to your community or serve your country, we will make sure that you can afford a higher education.

And to encourage a renewed spirit of national service for this and future generations, I ask Congress to send me the bipartisan legislation that bears the name of Sen. Orrin Hatch, as well as an American who has never stopped asking what he can do for his country, Sen. Edward Kennedy.

These education policies will open the doors of opportunity for our children, but it is up to us to ensure they walk through them.

In the end, there is no program or policy that can substitute for a parent, for a mother or father who will attend those parent-teacher conferences, or help with homework, or turn off the TV, put away the video games, read to their child.

I speak to you not just as a president, but as a father, when I say that responsibility for our children's education must begin at home. That is not a Democratic issue or a Republican issue. That's an American issue.

And there is, of course, another responsibility we have to our children, and that's the responsibility to ensure that we do not pass on to them a debt they cannot pay. That is critical.

I agree, absolutely.

See, I know we can get some consensus in here.

With the deficit we inherited, the cost of the crisis we face, and the long-term challenges we must meet, it has never been more important to ensure that, as our economy recovers, we do what it takes to bring this deficit down. That is critical.

Now, I'm proud that we passed a recovery plan free of earmarks, and I want to pass a budget next year that ensures that each dollar we spend reflects only our most important national priorities.

And yesterday, I -- I held a fiscal summit where I pledged to cut the deficit in half by the end of my first term in office. My administration has also begun to go line by line through the federal budget in order to eliminate wasteful and ineffective programs.

As you can imagine, this is a process that will take some time, but we have already identified $2 trillion in savings over the next decade.

In this budget, we will end education programs that don't work and end direct payments to large agribusinesses that don't need them.

We'll eliminate the no-bid contracts that have wasted billions in Iraq and -- and reform our defense budget so that we're not paying for Cold War-era weapons systems we don't use.

We will root out -- we will root out the waste and fraud and abuse in our Medicare program that doesn't make our seniors any healthier. We will restore a sense of fairness and balance to our tax code by finally ending the tax breaks for corporations that ship our jobs overseas.

In order to save our children from a future of debt, we will also end the tax breaks for the wealthiest 2 percent of Americans.

Now, let me be clear. Let me be absolutely clear, because I know you'll end up hearing some of the same claims that rolling back these tax breaks means a massive tax increase on the American people. If your family earns less than $250,000 a year, a quarter-million dollars a year, you will not see your taxes increased a single dime. I repeat: not one single dime.

In fact -- not a dime.

In fact -- in fact, the recovery plan provides a tax cut -- that's right, a tax cut -- for 95 percent of working families. And, by the way, these checks are on the way.

Now, to preserve our long-term fiscal health, we must also address the growing cost in Medicare and Social Security. Comprehensive health care reform is the best way to strengthen Medicare for years to come, and we must also begin a conversation on how to do the same for Social Security, while creating tax-free universal savings accounts for all Americans.

Finally, because we're also suffering from a deficit of trust, I am committed to restoring a sense of honesty and accountability to our budget. That is why this budget looks ahead 10 years and accounts for spending that was left out under the old rules and, for the first time, that includes the full cost of fighting in Iraq and Afghanistan.

For seven years, we've been a nation at war. No longer will we hide its price.

Along with our outstanding national security team, I am now carefully reviewing our policies in both wars, and I will soon announce a way forward in Iraq that leaves Iraq to its people and responsibly ends this war.

And with our friends and allies, we will forge a new and comprehensive strategy for Afghanistan and Pakistan to defeat al Qaeda and combat extremism, because I will not allow terrorists to plot against the American people from safe havens halfway around the world. We will not allow it.

As we meet here tonight, our men and women in uniform stand watch abroad and more are readying to deploy. To each and every one of them, and to the families who bear the quiet burden of their absence, Americans are united in sending one message: We honor your service; we are inspired by your sacrifice; and you have our unyielding support.

To relieve the strain on our forces, my budget increases the number of our soldiers and Marines. And to keep our sacred trust with those who serve, we will raise their pay and give our veterans the expanded health care and benefits that they have earned.

To overcome extremism, we must also be vigilant in upholding the values our troops defend, because there is no force in the world more powerful than the example of America. And that is why I have ordered the closing of the detention center at Guantanamo Bay and will seek swift and certain justice for captured terrorists, because living our values doesn't make us weaker. It makes us safer, and it makes us stronger.

And that is why I can stand here tonight and say without exception or equivocation that the United States of America does not torture. We can make that commitment here tonight.

In words and deeds, we are showing the world that a new era of engagement has begun, for we know that America cannot meet the threats of this century alone, but the world cannot meet them without America.

We cannot shun the negotiating table nor ignore the foes or forces that could do us harm. We are instead called to move forward with the sense of confidence and candor that serious times demand.

To seek progress towards a secure and lasting peace between Israel and her neighbors, we have appointed an envoy to sustain our effort. To meet the challenges of the 21st century -- from terrorism to nuclear proliferation, from pandemic disease to cyber threats to crushing poverty -- we will strengthen old alliances, forge new ones, and use all elements of our national power.

And to respond to an economic crisis that is global in scope, we are working with the nations of the G-20 to restore confidence in our financial system, avoid the possibility of escalating protectionism, and spur demand for American goods in markets across the globe, for the world depends on us having a strong economy, just as our economy depends on the strength of the world's.

As we stand at this crossroads of history, the eyes of all people in all nations are once again upon us, watching to see what we do with this moment, waiting for us to lead.

Those of us gathered here tonight have been called to govern in extraordinary times. It is a tremendous burden, but also a great privilege, one that has been entrusted to few generations of Americans, for in our hands lies the ability to shape our world, for good or for ill.

I know that it's easy to lose sight of this truth, to become cynical and doubtful, consumed with the petty and the trivial.

But in my life, I have also learned that hope is found in unlikely places, that inspiration often comes not from those with the most power or celebrity, but from the dreams and aspirations of ordinary Americans who are anything but ordinary.

I think of Leonard Abess, a bank president from Miami who reportedly cashed out of his company, took a $60 million bonus, and gave it out to all 399 people who worked for him, plus another 72 who used to work for him. He didn't tell anyone, but when the local newspaper found out, he simply said, "I knew some of these people since I was 7 years old. I didn't feel right getting the money myself."

I think about -- I think about Greensburg -- Greensburg, Kansas, a town that was completely destroyed by a tornado, but is being rebuilt by its residents as a global example of how clean energy can power an entire community, how it can bring jobs and businesses to a place where piles of bricks and rubble once lay.

"The tragedy was terrible," said one of the men who helped them rebuild. "But the folks here know that it also provided an incredible opportunity."

I think about Ty'Sheoma Bethea, the young girl from that school I visited in Dillon, South Carolina, a place where the ceilings leak, the paint peels off the walls, and they have to stop teaching six times a day because the train barrels by their classroom.

She had been told that her school is hopeless. But the other day after class, she went to the public library and typed up a letter to the people sitting in this chamber. She even asked her principal for the money to buy a stamp.

The letter asks us for help and says, "We are just students trying to become lawyers, doctors, congressmen like yourself, and one day president, so we can make a change to not just the state of South Carolina, but also the world. We are not quitters."

That's what she said: "We are not quitters."

These words and these stories tell us something about the spirit of the people who sent us here. They tell us that, even in the most trying times, amid the most difficult circumstances, there is a generosity, a resilience, a decency, and a determination that perseveres, a willingness to take responsibility for our future and for posterity.

Their resolve must be our inspiration. Their concerns must be our cause. And we must show them and all our people that we are equal to the task before us.

I know that we haven't agreed on every issue thus far.

There are surely times in the future where we will part ways. But I also know that every American who is sitting here tonight loves this country and wants it to succeed.

I know that.

That must be the starting point for every debate we have in the coming months and where we return after those debates are done. That is the foundation on which the American people expect us to build common ground.

And if we do, if we come together and lift this nation from the depths of this crisis, if we put our people back to work and restart the engine of our prosperity, if we confront without fear the challenges of our time and summon that enduring spirit of an America that does not quit, then some day, years from now, our children can tell their children that this was the time when we performed, in the words that are carved into this very chamber, "something worthy to be remembered."

The European Union faced the unprecedented phase of enlargement that would be enough to influence the internal structure and main polices of the EU after Turkey gazed at the chance to slide into the EU.

Discussion on admitting Turkey to the EU has been one of the hottest issues in the Council. Despite more than 10 years of talks and negotiations with the EU, Turkey has yet to become a new member.

What we look into through this case happening on Europe and Turkey is what makes Turkey's efforts fruitless. It is true that the EU will benefit from accepting Turkey within its boundary.

Considering the dynamism of the Turkish economy, the EU cannot afford to give up Turkey. But it is also true that many EU member states are reluctant to allow Turkey to come in because of cultural and religious reasons among other things.

It is against this background that Turkey would not be able to enter the EU until it solve the subtle problems associated with its cultural idiosyncrasy, which has not been the case with other new accession countries.

Turkey was a peasant society during the 1910s. Almost 90 percent of the population, engaged in agricultural industry.

A few factories producing sugar or flour were under foreign control. The Turkish economy had witnessed upheavals during the interwar period.

Turkey used to export its agricultural products to Europe which was the biggest market for sugar, wheat, and flour during World War І.

After losing most of people in the battle field who used to work on the farm, the Turkey's economy had fallen into recession.

In the wake of the Great Depression, the Turkish economy was totally devastated.

It was not until the 1980s that Turkey began to get out of economic stagnation. The Ozal reform plan named after then Undersecretary of Prime Minister of Turkey, Turgeut Ozal.

Exchange shortage, which had been caused by Turkey's loss in both competitiveness and market shares during World War Ⅱ. As it got over the balance of payment crisis Turkey was able to borrow money from abroad.

The Turkish government showed willingness to implement economic policy tools it have could control whenever necessary.

Since the late 1980s Turkish economy has been on the right track with larger than 5 percent GDP growth a year.

While population has increased continuously, unemployment is has been more stable than Romania and Bulgaria that now are members.

Most credits rating agencies are positive about the Turkish economy.

It's Turkey's strong economic performance that induces the current EU members to advocate the accession of Turkey to the EU.

Yet the Turkish membership involves other factors than economic one. Some delicate issues have to be settled before Turkey is allowed to enter the EU.

Religion is not openly discussed as a precondition for the EU membership.

Yet Turkey's religion has been one of the most controversial issues hidden below the surface.

Women's rights, freedom of speech, and transparency in Turkey are the preconditions that the EU imposes on Turkey.

Turkey and the EU maintain different ideas on this point. And yet freedom of speech and human rights are the first things to which Turkey has to give priority.

Turkey has had its disgraceful history in freedom of speech. Nobody couldn't criticize and point out wrong doings of the government and it has been regarded as taboo to claim and blame their nation for any reason.

It clearly expressed in Article 301. If anyone opposes the Turkish government, she or he would be branded as a betrayer for good and punished.

Freedom of speech is not guaranteed in Turkey. How can the Turkish show that they don't trust the Turkish government if they can't say anything wrong to the government? It is the lack of freedom of speech that the EU worries about. In this regard, Turkey has to repeal its bad provision, Article 301 which says "no criticism and no blame to the government and the nation."

The Turkish government is planning to get rid of all the bad articles inhibiting freedom of speech in order to get better appreciation from the EU.

Moreover, Turkey has to show that the Turkish government gets ready to listen to what the public wants.

It will be probably easy to take off the bad article of the constitution if they are really eager to be a member nation of the EU but it's also true that it will take longer time for people to feel that they live in the freedom of speech.

Above of all, the first priority is to let people have the right to say "No" to the government.

Turkey has been playing an important role in trade between European and Asia.

The EU wants to take Turkey for its economic benefits by extending the EU border beyond mid-Eastern neighbors of Turkey such as Syria, Iran, and Iraq. On the other hand, the argument over which continent Turkey belongs to is one of the most complicated and subtle issues.

The desire of the EU to expand its boundary meets with formidable blocks. One of them is how to define Turkey as a European nation.

The Only 10 per cent of Turkey's land belongs to the European continent. Therefore, member nations are worrying about the possibility that they might lose their own identity as European if Turkey became a part of Europe and its Muslim population flowed into.

This problem has overlapped the religious problems. So it will be possibly solved in favour of both places of if one of these two complicated religious and regional problems is got rid of, whichever starts first.

The EU seems to have realized that all the talks about the accession are interconnected. Now it's on the hands of the European Parliament how to get Turkey in.

And they don't have to think that it is losing its identity that the EU shares the same boundary with Turkey.

Unified two different ideas will bring the new ideal concept of multi-cultural union which has quite different religious and regional problems.

Religion is one of the most serious problems that hinder Turkey from joining the EU. More than 90 percent of the Turkish populations are Muslims.

It is largely based on prejudice that many Europeans are reluctant to accept Turkey as their neighbor.

The problem is about how to resolve the religion issue. There might be the answer but whatever it is, it will take much longer time to finish the prolonged fighting between Islam and Christianity.

Religious barriers have made Turkey's efforts useless and it doesn't look like that Turkey would be able to get the seat in the Member of Parliament (MP) without much harder struggling to change people's mind about Muslim in Europe.

Since September 11, 2002, the attitude toward Muslims in Europe and America has changed for the worse.

All religious conflicts have their roots in the convictions that cannot be shared universally.

What matters is how people who have different ideas on their beliefs are able to understand each other.

Now it's time for the EU and Turkey to show that it is possible to get their head around the religion problem if their determination is strong and firm.

It is obvious that Turkey's accession to the EU would not be easy and lots of barriers would block its attempt.

Only few nations might welcome them to the EU. However, Turkey is desperate for securing a position in Europe.

While Turkey knocked at the door, few EU members expressed favors to Turkey.

Instead, most of them opposed, saying "NO Turkey in the EU." One of them was a neighbor of Turkey.

All these responses to Turkey's attempt to get the accession have been divided into two reactions; Yes or No.

Those who says "NO" apparently doesn't care about their economy and just worries about their identity and loyalty as European which has been regarded as a privilege.

On the other hands, People saying "YES" believe that the EU enlargement will improve its economic conditions.

None of those people could be the exact answer for the future of the EU. And also each single objection is not trivial and too complicated to be solved within a very short period of time.

But it is also very clear that Turkey's efforts begin to take effects and that Turkey deserves a membership of the EU.

However, Turkey has yet to make radical progresses and the EU also should set diversity measures to get Turkey in as a member nation.

All this is about how well Turkey and the EU are able to establish mutual co-operation.

And plus, the EU doesn't have to regard it as one of strategies to extend and develop economic power, but has to perceive Turkey as the bridge to bring multicultural idea to its main land.

How two different ideas between the European Union (EU) and globalization could get along very well has been left as a question.

The EU has been in the middle of news since it came up in the world and also it has been controversial whether the EU is part of globalization or just regionalization.

The argument against the opinion that the EU is globalization has been increased among people who do not live in European nations.

Moreover, they consistently blame the EU for some actions against globalization.

Now the wind of globalization blew into the EU again and this time it doesn't seem easy to face it without anything.

Therefore, the EU has to act flexible to get more opportunities and benefits from globalization, appeasing anti-idea of the EU.

The word "Globalization" used to be considered one of economy terms but it has been used in a variety of sector to talk about more than free trade.

In terms of religion, the EU's strict religious partiality has been issued.

Religious globalization has been beating the EU since the riot in 2005 in Paris.

In order to solve this subtle religious problem, the EU has to know where this problem started and how it will be able to be managed.

First, the EU has to learn instructions from the riot in 2005 in France. Religious conflicts have a long history in Europe, especially with Muslim.

As the riot sparked in 2005, the problem with Muslim group's human right was unveiled in France.

Official said Muslim group wasn't involved in that riot at that time, but it was obvious that the problem came from strong displeasure of Muslim groups in France.

It absolutely wasn't the time for the EU and France to hide it behind another issue but they did.

It was the time for them to admit there was a problem and show minor Muslim groups how serious France and the EU recognized about it.

There should have been efforts to take great care of them or at least there should be any compensation to minor Muslim group.

But reality was different. With this kind of inflexible policies for Muslim, the EU can't expect more economic prosperity.

Second, the EU need to learn how to embrace countries like Turkey trying to be a member nation of the EU.

Turkey is at the center of the religious issue against the EU again.

This situation is not the same as it was in 2005 in France but it has the same purpose that people of Muslim had when minor Muslim groups fought against the France government.

Now Turkey is knocking at the door of the EU, which looks like that another religious challenge comes to the EU.

And many nations in the EU expect Turkey to bring them another benefit economically.

Unfortunately, the EU has been reluctant to take it and the EU has consistently asked Turkey to implement its requirements.

But this is not the reason that the EU have been considering allowing Turkey to access to the EU. It is because the EU doesn't want to take Muslim country into its boundary and make any noise with Muslim groups anymore.

If there is a simple reason, it will be that they just don't like what doesn't look similar.

The time has come to the EU to act wiser for further benefits.

At the end of the day, all the EU need in this case is take longer time to learn how to handle and solve the religious problem from experiences through history and how to love those who have different idea.

It must be the beginning.

Political issues are also as important to all nations over the world as other stuffs.

When we talk about politics, it means one of the ways to lead the public.

The general public wants to know what the government is doing now for them and what is in accord with their view.

If there are any political discrepancies between the public and the government, and it looks like that the government doesn't take care of people's benefits, the public will not give a vote for what the government wants to do anymore.

Therefore, one thing the EU has to make sure is that controlling the public opinion and trying to get a consensus of opinions are important.

The EU is now a conglomerate union which has 27 nations that have each different cultures and languages.

When there is a need for the only decision in political issues, we know it is very hard and tough for the EU to make it and also there might be many arguments to protect their interest.

Here is an example to show how the EU is fighting now with itself.

Talks about the existence of the Common Agriculture Policy (CAP) have been going on between old guards and young guards in the EU.

Countries like Britain and Slovakia, what we called young guards, want to take off the CAP, which accounted for more than a third of annual budget of the EU, and get a greater market position under free trade of globalization but other countries like Germany and France, so called old guards, want to keep the CAP which is kind of subsidy paid directly for famers in the EU.

Even though everybody agree on the aim of the EU at economy growth, it is also true that there are several countries that object to what they don't like.

Therefore, to get more benefits from free trade market of globalization and survive, all the EU has to is cooperate to make divers opinions convergent.

If the EU keeps trying to close its market to protect small businesses and retailers from globalization's wave and push all nations without political cooperation, it will take much longer time to get what the EU want than they expected.

The fundamental idea of the EU started from the same as that of globalization, even though it just aimed at nations in Europe.

And two of these ideas were intended to boost economy regardless of countries or continents.

But now the EU's behavior doesn't make sense in terms of such the gist.

Non tariff barriers are being set to countries which involve in trade and international business and pressure of the EU on emerging-markets is getting heavier.

Some countries already knew that the EU's market is now very tiny one and that the EU's economy growth will not come true as much as it dreams without economic cooperation with others.

What are able to help the EU extend its market to secure economy growth is only under free trade of globalization.

Now the EU is considering opening its shoe markets to China and Vietnam because it is not an easy choice to the EU.

The shoe issue rifted the EU between north and south. While country members like Germany and Britain are opposing to impose huge amount of tariffs, other countries like Italy, France, and Spain keep asking to set measures to hinder coming cheap and massive Chinese and Vietnam shoe for their small businesses and family owned businesses.

There is another example of violating free trade law. Africa is one of countries producing agricultural products – even though the number of the output is less than total amount put together nations in Asia – which is able to make prices cheaper than any other country in that they have the cheapest labor in the world.

So African agriculture markets might have competitiveness compared to others but the story tells totally difference in Africa.

Africans are now seeking for wheat and corn from the EU market which are much cheaper than African one. It is because the EU put massive subsidies – accounted for more than 30% of the EU's annul budget – into farms.

This makes the price of wheat and corn down at much lower level in Africa markets.

It is absolutely the violation of free trade which is now working only among nations in the EU.

This is not only the problem about the CAP, but the problem also related to standard of living of African.

If Africans keep seeking for the way to buy grains at the market from the EU and demands increase more and more, Africa's agricultural industry will be devastated and African famers will be starving such like refugees in Darfur.

All these happening will affect the EU's market as well as the world market.

Finally, regionalism or protectionism will not be the best way to lift its knock down economy.

Under globalization economic cooperation with others will show a shinny light behind the cloud to the EU.

It is very clear that the only way for the EU to survive battle and get more benefits is act flexible to globalization coming.

Now the EU faces not only the new phase of global economy problems, but also others which haven't been expected before.

We knew globalization wouldn't devastate the EU but we also admitted there would be damage in some sectors.

And we saw that the EU has hurt other nations, violating the order of globalization.

As a result of that, it is inevitable that the EU is blamed and lost its benefits which they would be able to get in the future.

What the EU should know is that they have to act flexible to get more benefits from globalization.

The best way for the EU to keep both benefits and the orders of globalization is to admit that it's time to realize that more flexible actions in all sectors have to be taken.

The European Union (the EU) celebrated the 50^th anniversary of its founding Treaty of Rome on March 25, 2007. It became the powerful political and economic system, although there were many people who had a doubt if the concept of the EU would succeed. Last year many media reported how well it had been organized since then and there were discussions on the future of the EU. Many people said the EU is the best integrated system politically, and economically that has ever been. Even for me before I studied it I believed what people said. "The EU system is great." Can it be so? Studying it, I have had a doubt about something that is possibly the EU can be the barrier to globalization or if someone says it is part of the process of the globalization, is it true?

Firstly I need to know where its concept came from and why. I've thought the system and the motivation of the EU is better than any other political and economic system to keep European countries peace after World War װ but when I consider about the economic equality for the world not just for the EU, it's not quite good even if I know there has never been any alternative to substitute it. I wonder whether the EU can coexist with the globalization. If it can be said that the EU is part of globalization, can we say the EU represents the globalization?

To compare the concept of between the EU and globalization I need to know that. The EU is well known for the fact that The European Coal and Steel Community (ECSC) in 1951 that was a six nation international organization and the first organization to be based on the principle of supranationalism. It served as the foundation for the modern-day European Union.

I also wonder if people could define globalization in the 1950s. If not, when did the concept of the globalization come up? And what's globalization? People used to say we would face a new era so called the 21^st century when they were in the 20^th century. Now we live in the 21^st century we expected the world would be better. But we still have tens of thousands of controversies. What I'm going to talk about is a controversial issue for me: the EU and Globalization.

The 50^th anniversary of the EU

On Sunday, Europe's leaders will celebrate the EU's 50^th birthday in Berlin. For several decades, Berlin – more than any other city – exemplified the artificial division of the European continent. In 50 years, Europe has journeyed from political disarray and economic disorder to a high degree of economic and monetary integration and has become the world's brand-leader in peaceful political cooperation.

This article shows how well the EU has been estimated by the eyes of the world and we can guess how good the role of the EU has been. Its fundamental reason to create it was making war impossible by integrating the economics of its states to such an extent that armed conflict would be too costly for all sides. Over time, everything that included economy, policy, and the system of monetary in European states has been developed dramatically by becoming just one big state called the EU. If it is, we need to talk about the outcome of the EU.

The process of the EU has lasted centuries in some sections that involved national legal systems, national armies, national systems of taxation, national parliaments, national welfare etc. Since the Treaty of Rome was signed in 1957, the name of what we call the EU has been changed from The EEC and the EC to now the EU. Actually in 1968, the EC completed the customs union.

Since then the EU has started to play a major role in European states. There have been some successful systems, one of which can be the EU's competence since 1960s. It is the Common Agriculture Policy (CAP). It took up between 60 and 80 percent of the European Community's budget. The EU enacted the law on common agriculture to protect their farming industry but it acts in some different ways as well.

It is quite useful to help farmers to keep their job in the EU without being concerned about the variation of the price because the council of the EU subsidizes. On the contrary, it is a mischievous effect on the agriculture industry to other countries which don't have any measures to protect their agriculture industry against the EU. European states have banded themselves together well under the name of the EU.

The integration of European states has been accelerated with the central objective, which seem to be like NAFTA in which its fundamental concept is abolishing tariff and non-tariff barriers as well and incorporating within their boundary, to realize prominent steps. Moreover, the EU constituted the regulation and the institution to reduce regional and social disparities through the Union. The EU put aside the second – largest budget for it by 1992. The EU has constantly developed their unique institution by gathering each individual European state.

The Globalization

It is important to define the meaning of the word that we will use on this paper before we compare the concept of globalization with that of the EU. What's globalization? The word "Globalization" was born in 1981 even if its concepts were not popular at that moment. When I asked somebody about what the globalization is, they often answered it is standardization. Of course, it can be. We can use it as its fundamental concepts. From the view of history in the 16^th century, Europeans begun to be in the middle of globalization although at that moment its meaning was a little bit different.

The early form of globalization existed during the Roman Empire, the Parthian empire, and the Han Dynasty, when the Silk Road started in China, reached the boundaries of the Parthian empire and continued onwards towards Rome.
It is not said to be as the standardization that can be the limited meaning. The history of human beings can be said to be started with trade between people, tribes, and countries.

We can find another example for the globalization, which happened a very long time ago, that Muslim traders and explorers established an early global economy across the old world resulting in a globalization of crops, trade, knowledge and technology, and later during the Mongol Empire, when there was greater integration along the Silk Road. Through the history of trade the word "Globalization" was created again with economic concepts.

It could be said as the globalization that people went into new continents and conquered them to extend their territories. Then people were eager to know the new world because it was not easy to travel between countries. People learned that there was a new world over the sea and behind the mountains. People who came back from new continents brought something new and thus they started trade with the world. It might be the origin of the concept of the globalization.

Each country, however, sets tariff and non tariff barriers on their boundaries to protect their weak industry and prevent their unique seeds or technical mechanism from spreading into the world market as they realized protecting their poor industry is worth keeping safe. On the other hand, People also become aware of that any kind of tariff would be able to obstruct free trade. Of course, it is against the concept of globalization because globalization means there is no boundary that can possibly block off something moving or carried by themselves or people between countries. Although the globalization doesn't exist in every single day conversation, it is one of the important topics of conversation that can't be ignored. We can't deny any more we have entered a fundamentally new era. Of course, there are still many who reject to enter there and don't believe it. Globalization, moreover, is also facing new aspects with a new era recently.

Let's look over what globalization is more specifically. There are basically two concepts of globalization; one of two is about economic and the other is about culture. Here I will not talk about the cultural globalization.

The Economic Globalization

It is necessary to exam how globalization works in economic world. Globalization has promoted free trade since World War װ. Modern globalization was probably first result of World War װ. General Agreement on Tariffs and Trade (GATT), the International Bank for Reconstruction and Development (the World Band) and the World Trade Organization (WTO) resulted from it. The EU was also based on the fundamental concept of these organizations. The EU is, so to speak, the globalization. Although we can refer to the EU as it is, there is still something that we don't have to miss that the evolution of the EU is so fast and wide that the appearance of the EU looks different from the old EU.

We are witnessing the unprecedented increasing of scale and magnitude of global economic interaction everyday on the news paper and TV. The capital flows of the modern economy, for example, have increased and exceeded that of the past. The developing world, too, have increasingly become a part of global trade and capital flows. Now globalization causes the economic growth, which is happening all over the world, to increase by making capital flower faster than ever and growing the financial system that each country has tried to develop. It resulted from that every country trade against others without barriers like tariffs and non tariffs. Then it has made between countries interdependent. Economic globalization is to maximize benefits for all over the world; actually it doesn't work except for some countries as well as it is intended.

The globalization or the regionalization; where the EU is in

The globalization is often talked about in terms of the breakdown of border and the EU has done it. But I was confused with that because the EU has been done something different, which can be deemed regionalization; not globalization, for only the benefit of their states. As I already mentioned before about the CAP, It is a good example about the regionalization of the EU. What about the unified monetary system in the EU? Can it be? The EU was created, as we already knew, with the concept of the globalization with European states, which means they were probably adhesive to make trade easy between countries. They invented new ideas to unify monetary systems and enact economic law that can be used at the same level which each country uses. It definitely looks like they've adopted globalization. But this is the matter about the view point.

The EU has shaped the globalization within European states. On the other hand, they have been crushing the rule of the globalization. "To abolish non tariff barriers" I still remember. Recently there are excessively cheaper food supplies in Africa. What do you think about that? This is due to the CAP. Africans really want to sell what they harvested on their ground but they can't compete with cheaper foods which come from the EU. This is because the council of the EU subsidizes direct money to farmers. Of course, it makes the price go down and attract people who are willing to buy cheaper grains. The grain of Africa is also much cheaper than that of other countries but that of the EU is much cheaper than any other country. Most Africans are very poor and there is no choice for them. They just choose the grain of the EU because it's cheaper. That's true.

Finally importing the grain of the EU is spoiling and messing up the agriculture industry in African and it hurts famers of Africa. Do you think it is fair? It is just the tip of iceberg of the EU shaping globalization. It looks sometimes like the EU is on the opposite track against the globalization. It is enough to assume that the EU is trying to protect their agriculture industry and encourage famers to harvest. African countries which are in the food market cannot help losing the competitive power. It is still ambiguous to define if the EU is not globalizing or the regionalizing.

The EU's globalization

Although sometimes the EU seems to crush the rule in international relations, there is nobody who underestimates the EU's ability to set the international standard at the International Standard Organization (ISO). The EU has influential experiences that have been used to set product standards. As much as 80% of world trade is affected by standards or other technical regulations and failure to use technical specifications can be considered an unnecessary obstacle to trade in the WTO. That is enough to make standards setting extremely important in establishing the parameters of global product competition.

There are most important two nations which set the international standard. The U.S is one of two but The EU is the top. The EU had a structural advantage over the U.S and has had greater success in setting the standards than the U.S. The EU has been going their own gait on the track of the globalization.

The EU has set hundreds of millions of standards at the ISO and many are following them when they trade products between countries. Now the Korea-government is negotiating Free Trade Agreements with the EU. The EU is one of the biggest markets in which we can make enough benefits by trading after the USA and "Chindia". But our government has followed the standard set by the U.S. after agreeing on an FTA with the EU, companies will be confused which standard they have to follow. But it's quite clear. They will follow the standard set by the U.S for products to the U.S or the EU's standard for products to the EU. How much more does it cost to meet each requires? And which is the real standard? Is there any idea to make them one. I don't think it will be solved soon. But I just hope they will swing over to focus on why the globalization and standards are needed in the world.

Conclusion

We examined what the globalization is and what the EU is and then about the role of the EU in the age of the globalization. The EU is well designed so far for their benefit within European states, but nevertheless they have been blamed for some reasons that could be serious and sometimes were about the national interest. That's why the EU is based on globalization but implements regionalization in some different way.

It's time for the EU to take rational steps towards more efficient globalization for the world. The responsibility belongs to the EU. I hope the EU will develop and improve the ability to set good relations with others which are interdependent for each other's profit.

Before I started studying this topic I couldn't understand what the EU is considering for their benefit and how they distribute benefits into each states and the world. And I got one more thing that the globalization is not about just setting standards for the product. It is setting standards for all over the world's benefit and policy to make everyone get equal amount interests. So the EU has to find the way to harmonize European states and others within the same boundary and to maximize the benefit that everyone can share except for nothing.

Rising food price has sparked protesters in several Africa countries. With such news is coming up everyday people have started to worry about it. Food prices are rocketing everywhere and the rising coast of staple such as wheat, maize and rice has sparked violence around the world. The world had suffered from starvation for a long time and it was limited within poor countries that included some Africa and Asia countries. The Food problem, which has suffered so far, has not seemed to be solved anywhere and it's been getting worse. Even people haven't realized how serious it was. People have just thought it is not the problem on their countries.

Look at the history of the world, through the industrial revolution in the late 18^th and early 19^th, countries, which relied on agriculture industry, had escaped from relying on it by developing themselves. It happened in Europe and North America. Agriculture industry has been going down hill after that. It was the biggest reason agriculture went down but food price went up. People indicated there was another reason to cause food price to go high.

For now we need to focus on the situation that has been changed after the industrial revolution. There is a big issue in the world that China's economic is growing fast and they are consuming like a monster. Did it cause food prices to go high? The answer can be "Apparently, yes". Nobody has considered developing of China can mess up the food supply in the world. Because people believe it was impossible to solve the food supply in Africa countries and it would affect Asia countries someday. So they just keep focusing on solving the problem in Africa by aid to them.

Before starting it more seriously I would like to say that in Korea nobody expected rice prices would go high and we would suffer from high food prices. Now it comes true. It is very serious in Korea and through the world. Our government is looking for a way to make it stable. With souring food prices people can't stand longer and it will spark riot in Korea and even Asia countries as well someday. Recently souring food prices is calling another problem causing from itself.

What food problems cause

Human being has consumed wheat, con, rice and maize as staple since history started. At the same time there was also something bad what we call the food problem as the same as now. Speaking again, this food problem has never disappeared on the earth. It has lived with us together although we don't want to do. For long time we have tried to improve up the food problem but it has been not quite good.

Now a famine came to one of the worst problems in the world. In recent years, famines have only occurred as a result of wars. Well, famines had been also caused by disease, which was not as a result of man made disasters. It came up as a variety of shape through the history. There is a lot of evidence that can prove how long people have been suffering from starvation in the world.

From 1958 to 1961 China, for instance, had the food problems that were estimated that more than 31 million people were dead due to the lack of food supply. North Korea still can not solve the problem that begun from 1995. An estimated five million people out of total 24 million are malnourished in North Korea and it still affecting the food problems of North Korea.

Ethiopia is also the most famous country suffering from famine in the history. This is because it gets very cold in winter night and the frost also destroys crops. It shows adverse condition of environment can also cause a country to starve. Even except Ethiopia, many African nations are stuck with the food problem.

Ireland's also well known as "Irish potato famine" from 1845 to 1851. People believe it was disaster that a new type of fungus got to Ireland and hit the crops cross the nation. Because of that, million acres of potatoes began to rot in 1845 and resulted in food crisis. During this period Ireland's population fell from around 8 million to just about 5 million people. It's possibly good example to show how starvation can be caused and how it affects people's life. Dwindling population resulted from starvation, serious disease, and emigration to America etc. There were so many factors to have caused population to decrease. And it caused again the food problem to get worse. People believe the food crisis played huge role in this period.

Although many poor countries have tried to make it better since then the situation doesn't seem to be better. Last month Time magazine reported that rocking food price struck many developed nations and brought chaos in the food market (Time March 31, 2008). People raged that the government wouldn't control the food market and they put the blame on it everywhere. From Mexico to Pakistan rising food prices made protesters turn violent. They tore down the government building and messed up everything by wondering everywhere. Similar rioters exploded in Senegal and Mauritania late last year. And this happening was in West Bengal, India last October. Now the world is suffering from crushing people and government for food prices tower up everywhere.

What causes food price to hit the ceiling

At this moment I cannot help wondering why and where it comes from. Specialists, like food analysts, economist etc, on each field have their own specific theory on this matter. And currently people have started to realize the matter in had. So I'll make a list with every single reason to cause it. Firstly I focus on the environmental pollution that can be possibly the cause. I reckon it has played huge role in unrest of the food market. Freak weather by climate change disrupted harvest and frosted china's whole continent last year. There is no exception in Australia. Climate change prolonged drought in Australia. Even the condition of Australia is getting worse. It must be one of the causes to make food crisis worse.

Recently demanding for food in certain countries like China and India and consuming too much in there are also coming up as the main cause. In the case, china was the huge country to product grains in the world. In 1987 the government of china let people migrate anywhere they want and since then the ratio of migration has increase up to 23% out of total. Now according to China's population census the number of migrants living outside their home countries for more than six month grew from just over 20 million in 1990 to 79 million by 2000. In 2006 the migrant population reached 132 million.

That means more than 132 million people will leave there land for city since they are thinking agriculture pay much any more for them to live well. As they have abandoned their land and their job amount of harvest is getting less but still demanding for food are getting bigger. Rice is a staple for billions of Asian has soared to its highest price in 20 years while suppliers are at the lowest level since the early 1980s Time reported (Time March 31, 2008).

The growth of China is in the middle of hurricane which blown up people's expectation on food prices. Since China joined WTO on December, 11, 2001, increased investment in agriculture has accounted 20 percent of overall growth in the economy of China. Poverty seemed to be taken away from China but increases in migration from rural China put the agriculture industry into worse. There is no exception in India although it looks different from China. India is also the huge country that consumes great number of grain. They still don't account for much part of huge causes but I think they may be one of the accomplices with China that cause food prices to be worse in the world. The Economist reports that during the three decades between 1974 and 2005, real food price declined by 75 percent. In the three years since 2005, however, they have risen by 75 percent, and the price hikes affect nearly every food commodity. At here I wonder if it is very huge problem in the world that food prices are still going to high, what other problem can be happened and actually are there other problems as I wondered? Yes, it is.

Other problems derived from rising food prices

Rising food prices affect oil prices and biofuel prices as well. So in this part I would like to talk about what affects other problem for it. The demand for biofuel, as an alternative to oil, is rising. It is connected with rising oil prices because people can't have any alternative to oil since biofuel prices have soared high. Oil prices topped over US $ 109 per barrel in recent days and it pushed fertilizer prices up high over again. It has linked everything. So when fertilizer prices are high food prices also rise and it goes with biofuel prices high. According to Time's article, The 4.86 billion gallons of corn ethanol produced by the U.S in 2006 has already had a measurable impact on grain prices, which are hovering at world highs (Time March 31, 2008). Now people in the world are facing the huge problem which expected to keep it going on for a while. Nobody can foresee when it will be stable and who will catch it down.

The police to make it stable

Although there are a lot of barrier to get it stable we need to build sound policies and practical solution to its serious problem. In U.S scientists, Vogel and his colleagues from the U.S department of Agriculture and the University of Nebraska – Lincoln, suggested they can use switchgrass to produce biofuel instead of corns. It's biggest study to invent an alternative method to produce biofuel by improving its efficient better. They said switchgrass yielded 540 percent more energy as a biofuel than the amount of energy used to grow, harvest and process it although corn ethanol yield just 25 percent more energy. Also it has surprisingly an ability to decrease the emission of greenhouse gas by using switchgrass fuel. There is still problem to make it harder to distill from switchgrass.

Let's see another solution that is possibly about the food policy which each country have to take and global also have to do. According to International Food Policy Research Institute, now many countries are taking steps to try to minimize the effect of higher prices on their populations. For example, China has banned rice and con experts; India has banned milk powder exports. But I have a question on them. Is it effective to ban export to other countries? For short term it can be effective possibly but I don't think it's going to work well for long term. I think it is needed to take more strict and sound measures that can solve its fundamental matters in the food problem. Price controls can be the one of solutions that works to limit on rising food price. We don't have to forget it can affect the benefit of farmers. We have to consider both sides before setting up steps. Above all, China and India have to keep control population. There is a limitation on the land to plant but global population still continues to extend. Population control can reduce global food consumption and make food prices stable. Restriction export will not work as much as counties which are doing this expected. Storing grains in the depot can't help anybody get enough food.

Investment and invention also have to be done with all I mentioned. To invent high technology of agriculture industry it is needed to investment from advanced countries in the world. New technology in the future will absolutely have to help to solve problems included environmental pollution. With these steps the government also has to support subsidies for farmers. If they lost the reason to harvest, problems would be worse and it would never get it back.

It will not be done once, because it has been regarded as the worst problem in the world for a long time but it's still continuing. It is worth of thinking for the world. And people have a right to be deserved with well managed and served food by the government and the world. Its responsibility has to be taken by ourselves.
